Such operation permits shall not be transferred from one person to another person or place. Each person desiring to operate a food service establishment shall make an application to the Health District and shall request an inspection of the establishment to determine compliance with the sanitation requirements of the Code. When the establishment is found to be in compliance with the Code requirements, a Health Department operation Permit shall be issued.
