I h'Ahli bike lane OKs Syracuse You dont Council reviews proposed road, other city issues ARLEN HAMBLIN Lakeside Review correspondent The proposed SYRACUSE adoption of a new county-wid- e bicycle joute, and a dispute over a proposed roadway highlighted the Syracuse City Council meeting. Davis County has designated a bicycle route throughout the county. Mayor Boyd Thurgood said Syracuse has been requested to make a resolution confirming and supporting this route. Thurgood said the only financial support required by the city would pe signs designating the area or .the route within the city limits.) Police Chief John Gardiner reminded the council that when bicycles are ridden on the roadways they must adhere to the same fules as motorists. A copy of th$ proposed route will be posted at the city offices for pub- -. lie information at the mayors request. u Property owners in the Subdivision have been contacted jeonceming Ken Woods request to release 60 feet of property north of the subdivision left asfa proposed roadway. Theproperty owners had purchase the sites with the understanding that there would be a roadway at the back. They are all of the opinion that the verbal agreement with Wood should be grounds for denying the request by Woods to sell the property. Wayne L. Mulligan said that when-hpurchased his property, he had been assured there would be a road and he felt it would be left for that purpose. Ferrel Gailey, who owns land to the jtest of the proposed roadway, did not feel he would like to work with other landowners in pursuing a street. Councilman Michael Gailey made a motion that the matter be left to Wood to contact the land- Ken-Lo- e owners and negotiate. The council will stand pat unless petitioned by multiple landowners to eliminate the road. City expenditure for the storm drain on 2700 South totaled $8,750 without the road being cut. The council had set aside $12,000 for this project. Costs, distributed between the city and West Branch Irrigation Co. will determine by the value of the drain to the city. Any costs not specifically pertaining to the storm drain, were not covered by the city. A proposal was reviewed by City Recorder Michael Moyes concerning the organization of an emergency preparedness according to the guidelines established by Davis County. Moyes said he felt the church and city should combine their efforts. Area and district, coordinators will meet June 23. Moyes suggested a booklet be prepared providing information to residents on emergency preparedness. The cost of printing could be shared and donations might be called for to offset the expense of the printing. Dave Smith presented a proposal for installing a sewer line along Bluff Road from 3205 S. Bluff Road northwest to 1500 West, then south along the county y storm drain to the district sewer line in that area. Smith said he would be willing to cover part of the cost of the project as it would benefit him for his own home and for other development which could then be made' on his property. Councilman Gailey suggested that the city have an engineer look at the proposal for the feasibility of continuing the line to 2000 West, completing it in phases. He suggested that the city might foot the cost for those who are not ready to develoD at this right-of-wa- time with a recoup of costs when they do develop. A motion was made to authorize engineering costs, not to ex- ceed $500 for preliminary engineering from 3205 S. Bluff Road to 2700 South. Voting was unanimous. The need for a pedestrian crossing on 2000 West in the area of 2175 South for school children crossing from West Sunset View Subdivision was reviewed by Moyes. Councilman Gailey said this might set a precedent for other areas in the city where problems occur. He suggested the council compare the different situations to justify changes that are made. Following the discussion, Councilman Gailey made a motion that a crosswalk on 3200 West be made to meet a walkway to Sunset View Subdivision at 2175 South, with the understanding that it is to provide access to other city property across that road, and that pedestrian crossing signs be posted. All voted in favor. Councilman Thurgood reported that a proposal is being made that cities would be taking over state roads running through their cities and counties would be taking over some state roads. The highway department would then concentrate on major highways and freeways. Councilman Gailey suggested that possibly by next Memorial Day, a booth could be set up at the cemetery to direct people to grave sites. He suggested computerizing cemetery records for easier access and would like some volunteer help in reorganizing the cemetery files. Mayor Thurgood suggested the ordinance requiring flush markers be repealed inasmuch as it has not been enforced.
