In November the Smoots petitioned the ' Farmington City Council for a change of address on their lot to reflect its easterly direction. Five lots were involved in the 'change and at the current time, just two families. The street ... name, Spencer Way, was changed i to Spencer Way 500 East. But since the request required .a change in the name of the street,, the Smoots had to meet with the Planning Commission and a public hearing was held. He will replace Councilman Scott Mikesell, who served as mayor pro tern in 1986. District 1, which covers Davis, ; Weber, Box Elder, Cache, Rich and Morgan counties, has been alloted $1,322,008 of that amount. To determine how much money each district is allocated, UDOT uses what is called a snow plan. The snow plan is a formula which takes into account the projected number of storms, road mileage and personnel. The money given to the district goes mainly into three areas.
