Heather Kearl, a Club member from Layton, found out that occasionally ' dreams do come true. Last week Heather won a registered Arabian colt She is the daughter of Mr. and Mrs. Delbert Kearl, 2380 E. Heather was one of several members who entered an essay contest, describing why they want their own horse and : how they would care for it Heather found out about the contest on a Monday night and completed the essay, including : a cover decorated with pictures of Arabian horses, by the dead- line on Wednesday, and then : forgot about it until the fol- ; ; 4-- H Residents will CLINTON see more park and street improvements this summer and next, after the City Council adopted a $1.6 million 1985-8- 6 budget. Though plans called for a one percent reduction in the tax, this wasnt possible for two reasons, said City Manager Nolan Young. Proposed changes in state sales tax disbursal and threatened elimination of the federal revenue sharing program, which distributes federal funds to local governments, were the culprits. An ordinance passed by the council a few weeks ago, froze the franchise tax at four percent, though stipulations were made the city would look at the tax each year. If a reduction is possible, it may be reduced.
