Show VagA Lakeside Review, Wednesday, April 10, 1985 Inkley Chairs Session Get Act Together Garff Says Chamber Can Be Influence LYDIA GRAHAM Review Correspondent The local ChamLAYTON bers of Commerce can have a major bearing on events in Utah according to Rober Garff, Speaker for the Utah House and chamber of commerce member. Garff told members of the Layton Chamber of Commerce they need to get their act together with other chambers throughout the state to have an input in state policies and legislation, especially those dealing with economics of the state. Economic development was one of the mega issues faced by the state legislature this past session according to Garff, and one that the local Chambers could influence. He said the Salt Lake Chamber of Commerce submitted plans to the governorss office for several areas of economic development, some of which were implemented. One plan added another person to the economic department of the state and another influ enced the addition or $5 million dollars to the state budget for economic development. Suggestions for federal procurement have also been considered by the governor according to Garff. He said he hoped to see the appointment of a federal procurement officer on a state level to help local businessmen cut through red tape and accounting procedures so the local small businessmen wouldnt be scared off from bidding on federal contracts. Garff said Hill Air Force Base lets bids totalling $1.7 billion in a years time, of which only 5 to 10 percent stays in Utah. He hoped to increase the amount of federal dollars to be spent in the state. Job opportunities also need to be increased, he said. He estimated the state would need to see an increase of 30,000 jobs per year in order to keep Utah children from leaving the state when they complete their educations and begin job hunting. But Utahs large family size makes it 49th in dollars spent on a per pupil basis. Garff said he felt Utah does an excellent job with the school system, when we realize what we do it with.
