far off He believes the extra money in next year’s special education budget for next year doesn’t translate into an increase That’s because the state switched to a new funding formula two years ago for special education and has not lived up to the funding level it promised Instead of providing specific amounts of money for students based on their particular handicap the state told districts it would reimburse them for the services they rendered cial However the funds approved the Legislature this year covered only about 82 percent of the total costs districts spent in the prior school year — which is essentially what was provided under the old funding formula “They didn't cut special education funds (for next year) but they didn’t fund it for the level of service they dictated to local has one of the best staffs in the state Davis was one of a few Utah districts which increased the size of the special education staff in the late 1970s with the passage of which required testPL ing of each student to determine their needs Other districts contracted outside agencies to perform the initial evaluations reasoning that once all students in grades had been tested only new students would have to be tested each year with outside By contracting agencies for the initial work the districts avoided having a large evaluation staff on its payroll “It’s a pretty mixed bag” Griffen said “Some districts hired staffs some contracted with other agencies Davis and Jordan have done more with social workers than the others” Other local districts say they will have decreases in their special education funds but the shortages can be handled through normal budgeting procedures and with no layoffs or firings “We’ve discovered that we’ll have a few less funds than anticipated but it looks like we will be able to handle any shortages with natural attrition and the adjustments we make every year” said Jay Taggart Weber schools superintendent Taggart said he figures the district will have about $150000 less in its special education budget next year because of reductions in federal funds “In a huge budget it’s not that much” he said Ogden schools Superintendent William Garner said his (AP) — The government’s top ethics officer asked the Justice Department on Friday to investigate whether Michael K Deaver a former White House aide who operates a lobbying business violated laws David investigate Deaver Martin refused to comment on what caused him to write Attorney General Edwin Meese asking for Justice Department’s involvement “I made an analysis of the facts and the situation and provided that for the attorney general's consideration” he said John Russell a Justice Department spokesman said Martin’s letter will be given to lawyers in the public integrity section who will study the Deaver file before Meese decides whether a preliminary investigation is warranted Such a probe would have to be completed in 90 days Then the attorney general would have to make his recommendation
