After just completing a project, one of the many done in the past thirty years, Idecided that perhaps some of you could use some (expert??) advice. You know after you have done anything for that long you should have learned something. So for what it may be worth to you here are some rules which might help someone. First of all, (especially if you are young and better still pretty and fragile looking) play ignorant. Just pretend, (if necessary), that you dont know HOW to paint. There is something about jobs such as painting which make a man seem so much more manly if he can demonstrate to his little wife how well HE can do it. This is a golden opportunity ladies so just turn on your acting talents and look as small and cute and helpless as possible and priase him to the skies. Believe me better than weilding a brush any time. If this technique doesnt work, or if you have been married many years and done the painting until now, you may just as well face it. In any case the next way to avoid painting is to try to save enough from the budget to take care of the services of a professional painter. There are few instances when this will work either. So about now you had better decide on following this rule. Get at the job as soon its Probate & as possible. To delay it just seems to make it more objectionable to do so if you can avoid it in no way just get busy and do it. As I said I have had long experience, I wasnt bright enough or something because that is one job which falls upon me. So from this experience I would say the first thing to do after you have chosen the paint and prepared the room and gotten the equipment together is to banish everyone who is too old or too young to help. I say this because I know how much more paint it takes if you have someone spilling it or sitting in it or touching it. The paint store charges you the same price whether it goes on woodwork or walls or childrens hands or clothing. So if you are a young mother see if Grandmacantakecareofthe youngsters, and if youre a grandmother just plain ban folks if necessary for a few days. It will save the nerves and the expense. Next rule is to BE CAREFUL. You already have enough mess at best so dont make any more such as getting drips on the floor, windows, in your hair or on you. NOTICE IS HEREBY GIVEN by the City Council pf. Pqyson City, Utah, of its intention to make the hereinafter described improvements within the said Special Improvement District and of the future intention of said Council to levy assessments as provided by laws of Utah on the property lying within said District benefited by the making of such improvements. The improvements are to consist of 6100 sq. feet of concrete paving; 1800 sq. feet of brick paving; 150 feet of brick bench; 12 wooden benches; 43 refuse can concrete benches; holders; 11 street lights; 8 water devices with ponds, small dams, water wheel and interesting action by water; various instruction and direction signs; 107 car stalls; 3100 sq. feet of painted pedestrian cross walk; 1 KIOSK structure which has benches, drinking fountain, 7 phone booth, placque and public bulletin board; landscaping with top soil and earth mounds and turf in certain areas, containing 94 trees, 350 shrubs and 755 units of ground cover; miscellaneous stones which will be placed at areas to create aesthetic values, as well as in the pools of water; sprinkling system with main and lateral lines, control valves and sprinklers; and 2200 feet of gutter covering, and do all other miscellaneous work necessary to complete the improvements in a proper workmanlike manner. The herein described improvements shall be called SPECIAL IMPROVEMENT DISTRICT NO. 1970-- 1, the boundaries of the proposed district within Payson City Utah, are as follows: 1. North and West exterior lines of Lot 3, and the West exterior line of Lot 2, and the West 21 ft. of the North exterior line of Lot 4, Also with an alternate in the plans and district for the East 160.5 ft. of the North Exterior line of Lot 4, Block 27, Plat A, Payson City Survey. 2. North and East exterior lines of Lot 4, and the East exterior line of Lot 1, and the North exterior line of Lot 3, Block 28, Plat A, Payson City Survey. 3. South and East exterior lines of Lot 1, and the South exterior lines of Lots 2, 3, 4, Block 35, Plat A," Payson City Survey. 4. South exterior lines of Lots 1, 2, 3, and the South and West exterior lines of Lot 4, Block 36, Plat "A," Payson City Survey. ESTIMATED COST The total estimated cost of all improvements is $110,777.-1- 6 dollars of which the Citys portion is $22,482.29 dollars and the remainder in the amount of $88,294.87 is to be paid by assessments to be levied on all blocks, lots, parts of blocks and lots, tracts or parcels of property bounding, abutting upon, or adjacent to the improvements or which may be affected or specially benefited by the improvements to the extent of the benefits to such property by reason of the improvements. Assessments shall be made according to the frontage of the property on the streets or alleys to be improved. The estimated cost of the improvements of the property to be assessed is as follows: $40.00 per front foot. The estimated cost per front foot stated above does not include the following alley ways: 1. The 16 ft. right of way between Spencer Furniture and Merlin Phillips cafe, which is a public right of way. 2. The alley right of way between J. Mart Publishing and Wilsons style properties on side-- - and Utah Avenue--Sou12 ft. wide in name of Payson th City. 3. Right of Way between Chase Lumber and Roys Laundromat being 20 ft. wide in name of Payson City. There shall be an allowance for corner lots to be apportioned as defined and provided for by the laws of the State of Utah. Payson City having set a 67 ft. allowance on the properties running East and West on Utah Avenue, but fronting on Main Street. The assessments may be paid by the property owners in ten (10) installments with interest on the unpaid balance at a rate or rates not to exceed seven (7) per cent per annum fixed by the City Council, or one or more installments or the whole assessment may be paid without interest within fifteen (15) days after the ordinance levying the assessment becomes effective. A map of the proposed District is on file in the Office of the City Recorder, and all persons interested are hereby referred to the same for further information in regard to said improvements and said Special Improvement District. Next rule is to eliminate anything you can that needs painting. Cover the painted walls where possible with paneling, the table tops and counters with formica or other durable material, the floors with carpeting.
