The state of Utah is just in its infancy; We must be progressive and must appropiate to meet changing times, to always keep our Educational System our Industrial Environment and our Tourist Promotion upgraded within our ability to pay without an increase in taxes, unless circumstances prove the necessity and advantages can be gained from an increase. I believe we should keep our college graduates at home and we should encourage industry to provide jobs that will make this possible. We should concentrate more on aiding existing industry and give them the assistance necessary to carry on. The state of Utah should do what is necessary within its ability to pay to keep the best educational system in the nation. We should arrange our finances by careful planning, efficiency and integrity in office to make a balanced economy without increased taxation. We should emphasize the great heritage we have of thrift industry, economy and willingness to cooperate and to further the great principles that have made our state outstanding. I favor more local control and less big government regulation and restriction. Government should be returned to states and local entities where possible for more efficient and economical use of public funds. But hurry, the Directory is going to press The 1968 Industrial Development Conference and Trade Fair, which will be held October 7 through 12, was the principal item on the Utah Valley Industrial Development Associations (UVIDA) agenda at their monthly Board Meeting Tuesday night. In addition to the regular Board members, the mayors and Chamber Presidents were special guests invited to participate in finalizing plans for this years Industrial Development Conference and Trade Fair. ! theme The of this years Utah Valley, The Place--FMan, Industry and Movement Forward. Gardner has served on the appropriations, commerce, business and industry, revenue and taxation and labor committees and his most recent assignments are chairman of the Joint Appropriations Committee, and member of the Budget Audit Committee. CIVIC AND BUSINESS AFFAIRS Senator Gardner was twice mayor of Spanish Fork, a member of the City Zoning Com- mission, Republican Precinct Chairman, State Delegate, Jay-cPresident. He was awarded the City Civic Service Award and the State Distinguished Service Award and he is now a member of the Lions Club. He has been Executive Vice President of the Bank of Spanish Fork for 30 years until September 3, 1968 when he became Vice President Director as that bank became Zions First National Bank. He is now Chief executive Officer Branch ofSp-aniFork. He is Past President of Utah Bankers Association, A Past President of Western Industrial Bankers Association. He is now serving on the Federal Legislative Committee of American Bankers Association and Western Independent Bankers. ee sh CHURCH Senator Gardner is a Past Member of the Palmyra Stake Presidency and served as Bishop of the Spanish Fork Fourth Ward for five years. He was released in February, 1968. FAMILY BACKGROUND AND EDUCATION Senator Gardner is the son of Henry A. Gardner and Grace I. Gardner. He was born, reared and educated in Spanish Fork. He is a graduate of the Brigham Young University. He is married to the former Afton W. Crops respond better to phosphate in the early spring than at other times of the year. 2. The phosphate can be applied and plowed down in the fall on land to be planted to row crops. 3. Farmers usually have more time in the fall than they do in the spring. The fertilizer can be spread any time before the snow covers the ground. In the fall the soil is 4. usually drier and less likely to be compacted with heavy equipment. 5. The use of fertilizer in the fall helps the fertilizer dealers by reducing his storage problems and distributing his work load. Thus, he is able to give better service. Phosphate does not leach out of the soil with excess water. It is not lost into the 2. air as a gas. Furthermore, under Utah soil conditions, phosphate remains in an available form for years. For these reasons it pays to 1 apply enough phosphate to maintain a good supply in the soil and then wait several years before repeating the applica- tion. A profitable procedure specified by the soil scientists is to apply phosphate according to crop rotation. That means applying ample pihosphate to the crop with the highest need. Then usually little or no phosphate will be required on the other crops. The need can be determined by having the soil tested at least once in each rotation.
