the following proceedings were had APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING This matter was tabled REPORT OF EACH COMMISSIONER COUNTY ATTORNEY ADMINISTRATOR AND ELECTED OFFICIALS Commissioner Moon was excused FORTHE RECORD: from Commissioner Moon special attention to Reed Madsen: The Commissioner minutes s which appear in the each week are unapproved and sometimes they contain mistakes which are corrected before they arc approved at a later meeting Commissioner Moon would like to make a correction to the July 19th minutes and also update them This is regarding the portion about the forest roads to the Maple Grove camp grounds and the Oak Creek Campgrounds The pot holes on the oiled road to Maple Grove will be filled and repaired this fall (1993) by the Forest Service This is an oiled road and will not be graveled Because of funding cut backs in the budget camp ground remodeling may have to wait until 1995 The pot holes and the bumps on the oiled road to the Oak Creek campground will be repaired this fall (1993) by the Forest Service The Millard County Commissioners with the assistance of Forest Ranger Doug Reid and County Road Supervisor Thayne Hcnrie are looking in to the possibility of cost sharing the gravel and work to gravel the present dirt road where the oiled road ends at the lower campground in Oak Creek Canyon the length of that road is undetermined at this time It is hoped it can be done next summer Millard County appreciates the good working relationship they enjoy w ilh the Forest Service Another correction in the July 19th minutes regarding the translators to improve TV reception Finding at this date in NOT coming out of the recreation budget this was discussed ONLY as a possibility at a later date if TV is put into the recreation Dept Commissioner Moon look the opportunity to thank the Miss Millaid Queen Pageant Staff for their volunteer work and for the lime and effort spent to put on a temfic show They attend many meetings and other pageants to help our queens become viable contestants Sheri Lewis is retiring from her position as Queen Pageant Chairman she was honored during the 1993 Queen Pageant for her many hours of service to the Miss Millard County Queen Pageant Many residents have enjoyed the programs given along with the pageant but even more important she has touched the lives of 200 plus girls helping them gain a belter self image of themselves and helping them better prepare for life Sandra Dutson who has served as assistant director is also retiring she will be moving from the area and will be missed very much she has been an important part of the success of the Miss Millard Pageant Mrs Dutson was also honored for her past service Both of these women will be greatly missed The new Queen director will be Shauna Nelson with Cathy Cook as a new member the existing committee members have consented to stay on in their same positions We are excited to have these new ladies join the existing staff Attorney Jackson and each Commissioner a copy of the proposed agreement that Millard School District would like to have put in place w ith Millard County in regards to the swim teams The agreement was reviewed and discussed The Commissioners and Mr Pearson agreed to some changes before approval is made The item will be on a future agenda for consideration Commissioner Baker approved and signed an earnest money agreement cm the purchase of land in Duchesne that is owned by Millard County County The Great Basin Museum’s proposed agreement was discussed No final decision was made Commissioner Dearden discussed the procedures to follow for the donating of property from Don Fullmer to Millard LeRay Attorney County Jackson will lake care of the matter The Commissioners approved of Jerry Reagan installing natural gas at the Recreation and Extension Offices in Delta AUDITOR’S AGENDA The Capital Improvement Budget Report Commissioner Budget report and other departmental reports as of July 31st were given to the Commissioners to review A bill from IHC Long Term Health Care as of the end of June was apadjusted amount of proved in the $1571275 A bill from Craig Ames PGA&W for changes made in the courthouse plans was received amount of $50000 was approved Auditor Hansen has completed as far as possible a questionnaire from Utah County regarding B Road Funds revenue and expenditures The remaining portion of the form will need to be completed by Commissioner Moon and Road Department Supervisor Thayne Hcnrie Auditor Hansen has received the letter from Holden Town for Revenue Sharing A letter was received from James R Sabey with an offer to purchase a acre parcel of property previously owned by Richard Peterson that was turned back to Millard County at the May Tax Sale Members of the Utah Statehood Centennial Commission (USCC) and each county’s centennial commission members met for the first time July at Utah State University to discuss ways to organize publicize and finance the state's 100th birthday celebration Millard County residents attending the workshop were Lana Moon County Commissioner Thorpe Waddingham Utah State Centennial Commission Sylvia Huntsman and Gwen Hunter County Stephen Studdert chairman of the USCC told participants the upcoming celebration of statehood is a wonderful chance not only to reflect on Utah's history but to celebrate what Utah has become and the state's future Studdert reminded committee members that 1996 marks a celebration of statehood not of pioneers settling the state "This should be a celebration of our Studdert said "We want diversity" every citizen to have a sense of ownership of the centennial celebration" County committees are encouraged to improve and expand already existing events in their areas rather than sponsoring a raft of new events Studdert reminded workshop participants that centennial projects are to be paid for with revenue from centennial license plate sales be self supporting or cost at this year’s Days of the Old West Rodeo Randee should know he's been a rodeo clown for over 20 years and his wife and three sons are part of the family act If you attended this year's Rodeo you probably noticed Randee as he strutted around the arena swapping jokes with the announcer Randee was the one in the baggy pants rainbow hued hair and giant blue styrofoam Stetson Randee made his first appearance on a mule - well more like a mule deer You could tell it was a mule deer because of the rack it was wearing (along with a pair of matching baggy blue jeans) Later Randee set off fireworks from his tiny pink car and oh yes even distracted a few raging bulls from his glittery golden barrel All in a day's work Bui if you think the work is easy Randee will be quick to tell you that appearances can be deceiving Sitting in the path of a charging juggernaut quires more than courage says Randee It requires hip guards padding thick tape around the ribs and chest and the body of an athlete Rodcoclownscome m all shapes and sizes and have to be athletes in peak physical condition They have to be agile quick fearless funny have the memory of a computer and an encyclopedia knowledge of bulls says Mr Munns There arc basically two types of clowns: the bull fighter and the barrclman The bullfighting clowns are the track stars They are out'in the arena to distract the unpredictable bull from fallen cowboy Sometimes bull riders get ‘hung up’ when their hand becomes caught in their rigging When this happens they could be dragged along helplessly an actual prisoner of the bull It is the clown's job to move in quickly to free the cow boy’s hand w hile focussing the bull's attention on themselves The other type of clown is the He uses himself and his barrel as the diversionary obstacle in tjie arena The clown carries the battered barrel around and when a bull heads his w ay the clow n folds up like an accordion and ducks inside the barrel When the bull hits it is with the force of a steam roller says Randee It can be a tough job says Mr Munns “You do take yourlumpis But if I couldn't do this I’d have to get a real job and work for a living" Randee actually does have a “For a first year this has been great” he said “The first night the crowd was a little shy the second the people were very enthusiastic There have been good bulls and this is a fabulous facility I the name of the game” Randee says he genuinely likes playing the part of a clown "You go somewhere every weekend to get people excited You hit them at an opportune time they arc already in a festive mood It’s fun" But Randee lakes his job seriously too He understands the position he’s often in “If you mess with the bull you’ll get the horn” says Randee "I have great respect for their power Their peripheral vision is really good hut their mobility isn't as great because they are so big You’ve got to read w here they're going get there and then be gone" he continues Randee refers to himself as a kamikaze bull fighter “You’ve got to have a killer instinct to do this kind of work" he says "Those smart bulls never take their eyes off of you” Clowning has a famous history Will Rogers is responsible for putting downs in rodeos He is credited with being the first -- in 1904 during a Wild West Show at the St Louis World’s Fair The clowns receive a salary but they like all rodeo performers must pay for all their own expenses as they travel hard and fast the United States Clowns can’t fly however they must go by truck or trailer dragging their props and costumes The rodeo clown is a loud but cautious bundle of baggy pants grease paint and funny hair But despite his funny looks his job is a serious one and that according to Randee Munns is no bull 'LZ Fourth District
