will be made public Steve Erickson spokesman for the Salt Lake military watchdog group Downwinders Inc wants lo sec updated versions of the report the Air Force has shared with state officials beginning in April 1988 Those state officials have agreed with an Air Force request to deny public access to the reports State science adviser Dr Randy Moon denied Erickson's original request Erickson appealed the denial to the State Records Committee which also turned him down Committee e ecuttve secretary Jef- frey Johnson told Enckson in a July 3 letter that mcmbcis fell they had no authority to hear lfs appeal under the Utah Infomation Practices Act for classifying the report ts accessible because as it contains “no data on individuals" the Act requires Erickson said the Act covers any document “made or received" by a state official such as Moon In tvldiUon Enckson said under Utah’s Public and Private Writings Act the In report should still be made available Erickson told a letter dated July 12 Moon “If do not receive permission for access to this document in a timely manner I intend to pursue my right to inspect it by requesting a declaratory court" judgement to that effect in draft documents not meant for public release although they are not classified secret Assistant Utah Attorney General Brent H Cameron in a letter dated April 18 said he felt the matter may be subject lo "the concept of federal supremacy" thus taken out of the state's hands Cameron is also a member of the State Records Committee "The practical solution" Cameron suggested may be for Erickson to get
