Show Page 4 - Millard County USPS s Tburs Oct 6 1988 West Millard History Update on Commercial Motor Vehicle Safety Act of 1986 Deseret once a thriving little town Through the records of the early we find little information pioneers about the corporation of the first city government (of Deseret) We do know that at one time Deseret was a thriving town with five stores two hotels dance halls a millinery shop a newspaper two flour mills a freight station a livery stable a show house blacksmith shops barber shop and a butcher shop The civic affairs must have been in capable hands was the Sr Leigh R Cropper Justice of the Peace and served for thirty years He married the first couple Martha Turner and George Lovell on January 28 1862 Mr Cropper and his wife kept the first Post Office at their home Daniel Melville and his brother Can carried the mail on horseback from Fillmore twice a week They would stay overnight and go back the next day Their father had this contract for six years The mail consisted of “The Deseret News” “Chicago Ledger” letters from old countries and from all accessible places of the United States Later WA Ray and later John a leading merchant became Joshua Bennett Dewsnup The Pony Express seempostmasters ed a complete mail system to these people The first newspaper in printed Deseret ws the Millard County Blade This paper was first printed in August of 1882 The office and press room were in the J F Gibbs store Chas Goddard from Salt Lake City was the In 1893 Gibbs bought the publisher plant and became editor and manager The first store in Deseret was a small adobe building about 16 by 20 feet located on the EJ Eliason corner About 1877 Reuben C McBride started Deserets first merchandising In 1879 J S Black started another store on the AJ Black corner About the same time Pratt and Robison built the Deseret Cash Store Joseph S Black bought the building after it was completed and operated it for a number of years Later William V Black operated it then William A Ray and later Hyrum Dewsnup Later Joseph William Damron Hawley Joshua Bennett Josiah Gibbs Dan J Black Moodys Mary G Bishop Peter T Black and a number of others operated store Hardin Davis will perform Thursday ATV courses now being offered The Utah Division of Parks and Recreation is offering the Vehicle Education course for vehicle (ATV) operators Classes for motorcycles and snowmobiles will be offered the first of October The 1987 Utah Legislature passed a law requiring all vehicle operators to have cither a valid motor vehicle driver’s license or an vehicle education certificate to or operate ATVs snowmobiles motorcycles on public lands or roads in Utah At this time 102 students have been certified through the “Know Before You Go!” course There are currently 32 instructors statewide An additional 83 people have applied to become volunteer instructors The ATV education course is taught in two modules The first is a preride classroom module It covers environmental awareness preride and vehiprestart checks Utah cle laws ans rules proper saftey equipment etc The second module consists skills training for of hands-oATVs Each module lasts guardian must attend the first hour of the Preride Module and all of the skill module 2 Students must bring the proper size machine to the range It is the proper size if the student can straddle the machine with a slight bend to the knees while feet are on the footrests 3 During the skill module students must wear the proper protective gear: helmet safety rated such as protective eye protection enforcement of the new law Utah expects to adopt the necessary legislation in July 1989 to allow the Driver License Division to implement the CDL program and to begin issuing Commercial Driver
