Juab Counties USDA Forest Service Fishlake National Forest Fillmore Ranger District The Forest Service in cooperation with the Animal and Plant Health Inspection Service (APHIS) proposes to control grasshoppers and Mormon crickets on the Canyon Mountain Range Fillmore Ranger District (see Map in Appendix A) The objective of the control project is to reduce the grasshopper and Mormon cricket population which has caused damage to range resources and nearby agricultural croplands for the past four years Two alternatives have been considered: Reduce the grasshopper and Mormon cricket population through the use of ground application of the appropriate pesticide 2 Take no action to control the grasshopper and Mormon cricket populations This is the no action alternative It is my decision to proceed with the alternative of reducing the cricket and grasshopper populations by ground application of bran bait impregnated with Sevin (See Appendix A) The treatment will be done by trained pesticide applicators working under the direction of APHIS personnel Applications will be made in the vicinity of Eightmile Clay Springs Cascade Bridge Canyon Wildhorse Box Canyon Hardscrabble Cow Canyon Little Oak Creek and Little Long Canyon The bran bait will be applied at a rate of 500 10 pounds per acre on approximately where infestations are greatest This acres bait will contain percent active ingredient so there will be 8 ounces of Carbary! applied per acre This rate is effective in control of cricket populations and poses no threat to human health Carbaryl degrades within two to six weeks The effects of Carbaryl on the environment are minimal when compared to the range resource and animal damage caused densities of Mormon crickets by high Reduction in the population density may reduce the food supply available to birds and other wildlife However there will be no is toxeffect on wildlife Carbaryl ic to insects other than grasshoppers and crickets Thus application of the chemical insects will reduce populations of in the treated area Any bee owners in the area will be notified in advance so they can protect their resources conseBoth the economic and social quences of reducing the cricket population are beneficial The no action alternative would allow the range resource to be damaged and the Region Nox- ious Weed and Poisonous Plant Control Program (1986) It is my decision to proceed with a noxious weed and poisonous plant control program in 1988 (This is identified in Alternative 2) similar to the program outlined in the 1987 site specific analysis During 1988 approximately 1130 acres will be treated This decision is based on the following criteria: No significant changes have occurred of the areas infested with to the environment noxious weeds during the past year 2 The 1987 program did not create any environmental or social problems including impacts to water quality wildlife human health aquatic life and plant specie! 3 Noxious vestment areas be lost species on range improvement projects to for the year The forage loss would require that livestock be removed from the allotments early Less food would also be available for big game animals and other Reduced ground cover could result wildlife in soil erosion and site deterioration The migration of the crickets at maturity will result in damage to the nearby agricultural For these reasons the no action altercrops native is unacceptable Outservice coordination has been done with APHIS and local government groups to make sure that the project will be
