Show Serving Utah’s Great Pahvant Valley Delta Utah $1800 in out of eounty 6 months $1000 (In Advance) Copy 50 t Senior Citizens (65 and older) $1500 in county $1800 out of County USPS 0 Vol 78 No 30 Jan 28 1988 County Commissioner responds to Fillmore Chamber members Ordinarily I would not dispute opinion expressed through the media but I must respond to Dawn Carder’s account of last week’s East Millard Chamber of Commerce Meeting I was surprised and disappointed by the statements and feelings coming from that meeting It was especially saddening for me after knowing how hard this County Commission is working to services at the provide lowest possible cost I wonder why the people at the feel meeting unrepresented by County Government Seven out of ten elected County Officials live in or around Fillmore Not one of the people at that has meeting expressed concerns to me with the exception of personally Mayor Gillins and June Day The complaints expressed by the Mayor are: He doesn’t think we should hold meetings in Delta And 2: He doesn’t think we should spend more in recreation money on the west side than on the east side Let me briefly respond to Gillins’ Our monthly meeting in complaints Delta is not an official meeting No official action can ever be taken outside of the County Seat and we as a Commission are careful to comply with the law We feel that it is important however that the Commission be able to hear public comments in Eskdale or Leamington or Kanosh or anywhere else in the County as well as in Fillmore I suppose we could discontinue our Delta meeting and require anyone who wants to talk to us to travel to the County Seat 2 It is true we spend more recreation money on the west side of the County The only reason for that is the Golf Course The Golf Course is located where it is because of over $50000000 in private gifts and FEMA (flood reimbursement) grants The only County money expended on the reconstruction was the salaries of the two employees that stayed on after the flood destroyed the old course The County spent about the same amount of money to build the new access road to Fillmore Canyon We also spent almost that much reconstructing the Corn Creek Road It is also true that about 65 percent of our population lives on the west side of the County In spite of that approximately 65 percent of our yearly County payroll or $12 million of the total $18 million goes to employees on the East side of the County Let me enumerate some of the actions taken in the last five years: The decision was made to build the Public Safety Building in Fillmore We continue to pay Fillmore City a 10 percent surcharge on power water and sewer because they refuse to annex the facility into the city 2 The new landfill serves all of the East Millard area We spent at least $3000000 more on the Fillmore pick up site than any other site The only city dump still being operated is the Fillmore dump and Millard Couny is maintaining it 3 We have spent in excess of $6000000 remodeling the Courthouse and the Courthouse officials are requesting that a major addition be funded By the way there is no truth to the rumor that the County Commissioners are considering moving the Courthouse to Delta! 4 Several years ago Intermountain Health Care was considering building a hospital in Delta only The County Commission took a firm position that if they built in Delta then they must also build in Fillmore Had we not sisted I doubt if Fillmore would have its new hospital 5 Fillmore City contracts with the County for Law Enforcement Services The $7800000 Fillmore pays for Law Enforcement Services compares very that favorably with the $35100000 Delta has budgeted for Law Enforcement in their current fiscal year DHS wrestling requires commitment Ladd Holman by Dawn Carder For many years the Delta High School wrestling team has been top in the state of Utah In fact it is ranked in consecutive and in the top second in overall state championships-- in the National High School Record Book This weekend the team is going for its Regional Championship and the following weekend here in Delta it will defend its state 2A tle Such a record obviously requires commitment on the part of the team members and the coaches The tradition was started by Coach Jim Porter in the late 1950s followed by Coach Ron Peterson under whose tutelage the team won eight out of ten and carried on state championships now by Coach Ladd Holman All three men have been dedicated to the pursuit of excellence through discipline entraining guidance and couragement the development of positive The outstanding program they have developed and maintained has in resulted winning wrestlers People all over the state are aware of the Delta High team’s success But much according to Ladd Holman credit goes to the overall program which begins in fourth grade and all of the coaches Last year there were 128 boys involved in Little League wrestling (grades four five and six) coached by Joe Morris 65 on the Junior High (grades 7 8 and 9) team coached by Dave Wankier Kevin Singleton’s JV team has been first in two varsity tournaments this year and third in the 16 team Panguitch Freetournament “The style coach is Van Beckstrom kids start in fourth grade and stick with the program all the way” Ladd said “The coaches are all positive and optimistic we correlate all that we do and there are really good people (wrestlers) coming up each year” Ladd Holman knows what it is to be a member of the Delta High School wrestling team He wrestled for Jim Porter winning state championships in both his sophomore and senior years He continued wrestling at Southern Utah State College until the school dropped the program Following college Ladd taught and coached at Millard High School in Fillmore While there the MHS team took second in the state (the first one in 21 years) and beat Delta in a dual meet (That was the first time Millard had defeated Delta in 19 years!) Ladd stayed at Millard for seven years leaving to farm “I had really good kids there” he stated Intent on farming Ladd put wrestlwas ing aside But he apparently destined to coach again for he responded positively when asked to take over at Delta High This is his seventh year he admits to being tired but he continues with a winning tradition Being on top is a tough place to be at times Winners seem to stand alone likes you” said Coach “Nobody Holman It was even difficult for Delta to be allowed to host the state tournament for the first time in seventeen years Delta High wrestlers commit themselves to a year round training program Two months are dedicated to free style wrestling which explained Coach Holman “is more like Olympic rules” During the summer many of the boys go to camp (Last year four Delta wrestlers went to the nationals in Iowa) And of course there is the regular training season during which wrestlers in grades nine through twelve are involved in a weight program three times a week and two and a half to three hour practices daily Practices are always held after school and if needed sessions are also held “We (coaches) spend lots of time on mind exercises—the philosophy of winning” said Holman “Ninety percent of winning is in the mind We tell the boys to picture themselves as winners” The coach went on to explain that he and the other coaches always stress the positive trying to help each boy form a good self image Proper diet and nutrition are essential “What you eat is what you are” Coach Holman tells his wrestlers Vitamins are included in the training regimen soda and candy are and eating a balanced diet (foods from the four food groups) is a must The coach also watches each wrestler observing performance and how it is adversely affected by improper diet andor vitamin 'nbalance Making weight must be done naturally--nartificial means such as saunas are permitted There are a few others rules to which the wrestlers must adhere Each signs an agreement at the beginning of the season acknowledging that a missed practice is excused only if the coach knows about it in advance (Parents also sign this agreement) Unexcused absences andor two failing grades in school result in being “kicked off the team During the wrestling season no wrestler is permitted to go skiing tubin ing or to play which he might be injured A mere $1000 is allocated by the Board of Education for the wrestling the boys and program Consequently their parents must contribute substantially for personal equipment trips etc "We’ve had great support from the parents and the community” said Coach Holman “The parents have held several fund raisers for the team” Running a farm with 320 head of cows serving as Bishop in Leamington and coaching fill Ladd teaching Holman’s time to the max “I’m worn out” he admitted He does enjoy being with his wife and two children occasionally! Still Ladd Holman is commited to Delta High wrestling “We teach the kids to set goals work towards the goals sweat for them sacrifice and pray” Sheriff’s Deputy makes cocaine arrest A Millard County by Dawn Carder Deputy Sheriff Jeff Whatcott arrested Ryan Lee age 26 of Utleton Colorado on possesion of cocaine with a street value of $400000 The arrest was made at :20 pm on Saturday approximately January 23 1988 according to Millard Fred Sheriff’s Dispatcher County Cahoon The arrest was made about one mile west of Salina Whatcott initially stopped Deputy Rahjes for speeding The subject after being stopped took off and was chased for about 60 miles It was at the Salina location that the subject was t finally stopped and arrested Along with the cocaine Rahjes had a knife in his possession at the time of the arrest Rahjes was booked in the Millard Jail and bail was set at County $100000 Arraignment was scheduled for Monday January 25 1988 6 We provide free office space to Fillmore City to house their Justice of the Peace Court We also provide Job Service free office space to try and keep their services available in Fillmore 7 This County Commission has tried several methods of spreading the beneficial IPP tax base Our biggest success was the implementation of the County Fire District This past year the County did all the application work to obtain a $2000000 grant for the new Holden Fire Station We have been turned down with our sugRecreation gestion of a District mainly because of the lack of interest from East side residents 8 The County has funded one major business start up loan from our Revolving Loan Fund The business is on the East side of the County 9 We have begun funding the East Millard Chamber of Commerce 10 We support not only the Chamber of Commerce but Mule Days horse races and Chief Kanosh Pageant with room tax monies 11 We have engaged a Fillmore company to do County engineering and surveying 12 The only current Extension Office is in Fillmore The Delta Office will reopen soon 13 We have rebuilt or overlaid more County roads around Fillmore in the last year than in the previous three years We spend more time and money per road mile in the East Millard area than the West Millard area 14 The County funded the new Ciin front of the ty sidewalks Courthouse 15 We have rebuilt roads and structures destroyed by flooding Countywide 16 Ambulance and dispatch services as well as the “911” system that the County Commission implemented this year serve all of Millard County 17 We provide help to any public entity needing assistance in or other obtaining grants roadwork services One example: In 1983 and 1984 a grant application was made to the Utah Bureau of Outdoor Recreation for assistance in building a in Fillmore The application was turned down both years despite the County’s best efforts 18 We are working to relieve our taxpayers of the burden of the Central Utah Water Project It had always been whispered that East Millard would get no benefit from that district and it is now becoming apparent that West Millard will not receive near enough benefit to outweigh the cost We are ready to acknowledge our belief that Millard County erred in becoming a part of the Central Utah Water Project 19 The Commission spent considerable time and effort trying to save the railroad service to Fillmore We did everything short of a law suit to prevent loss of this service The list could go on but hopefully this gives everyone a more complete picture of what is happening in Millard I hope Government that County future discussion at public meetings will rely more on facts and less on rumor If anyone has a complaint or concern your Commissioners are happy to talk with you We don’t claim to be perfect All we can do is to try the best we can to treat can assure you that everyone equally we are unbiased in our treatment of all Millard County residents We are keenthat aware we ly represent all the people and our record proves that we have supported the causes of all Millard County residents It is a waste of time and energy to bicker over “East Side” issues In the eyes of the County Commission there is only one County and one people Michael R Styler Millard County Commissioner DACC plans for state wrestling tournament and the Army by Dawn Carder The State 2A Wrestling Tournament will be held in Delta the first weekend in February and the Army is coming to town for a month beginning July 25 Both events mean people will be in need of housing and food The Delta Area Chamber of Commerce is planning to meet those needs DACC President Glen Swalberg learned that IPP had made a bid to house the visiting wrestling teams at the facilities located on site at the project Feeling concern for local motelhotel owners Pres Swalberg made a survey on January 12 Finding that there are 193 available rooms in Delta Only 48 of those rooms had been reserved Subsequent to the survey A1 Pitzer LA spokesman for the IPP owned facililties called Pres Swalberg to discuss the matter Pitzer communicated that he did not want the Delta people (IPP) competing with local businesses unless there was a need Therefore he (Pitzer) would tell the IPP employees to “back off” regarding housing for visiting wrestling teams families and guests The ArmyAir Force (60 percent Army 40 percent Air Force) joint maneuvers are scheduled to begin when an advanced team arrives on July 25 1988 The maneuvers on the west desert will continue for days terminating on August 18 or 19 There will be approximately 160 people plus officers involved All need housing ac5 am breakfasts sack comodations lunches for noon and dinners between 5 and 6 pm each day President Swalberg and DACC members agree that the needs can be adequately met and hotelmotel by local restaurant owners And of course the business would be a boon to the local economy Word was out that the military personnel planned to stay in IPP facilities In speaking with Master Sgt Ashworth in New Mexico Glen Swalberg was is acformed that this information curate He (Swalberg) requested that local hotel and restaurant owners be represented and allowed to bid for the business The response was “There is no way they (local business people) can touch IPP prices" However after conDACC Pres tinued discussion Swalberg succeeded in getting representatives from the military to meet with on him and DACC representatives Monday January 25 Although the outcome is not yet known local businesses will ha'e the opportunity to bid on the military project The tenacity of DACC President Glen Swalberg has been rewarded fortunately for Delta's economy Millard County has a new Extension Agent Larry Campbell by Dawn Carder It took several years but the Utah native returned to his home state and in has settled Millard County Larry Campbell began his official duties as the new County Extension Agent on January 4 of this year He his wife Faye and their six children ages 13 10 8 6 and 18 months are living in Fillmore where they all are getting volved in the community Larry was born in Provo attended elementary school there then moved to southern California In California he graduated from high school and went on to earn a BS Degree from California PolyTech in Pomona What did he want to do? Farm “I was naive” said Larry with a smile Naive or not he moved to Missouri where land was cheap bought a farm and set to work He raised cattle and pigs then branched out tc do work with the program In order to become an extension agent in Missouri one must have a Masters degree Farming was not as profitable as the Campbells had hoped it would be so they decided to sell the farm Larry went back to of Missour- i- earned his Masters degree and was hired as an tension agent in Missouri was quite comThe job plex Larry kept records did financial and farm planning with the farmers and evaluated enterprises in terms of which ones were profitable and which ones were not Further he counseled on wills estates taxes leases different and forms of business partnerships corporations Other important aspects of Larry's job were answering general agricultural questions and extensive work in marketing a difficult area for farmers Although he and Faye a native of liked living in Missouri Arkansas Larry wanted to return to Utah to be closer to family Millard County needed an agent Larry was selected and the family moved At the present time there is no Ex- - tension office in Delta Consequently Larry is using the one m Fillmore the end of February Beginning however the Delta office will reopen Then Larry Campbell will be m Delta three days and in Fillmore two As Larry sees his responsibilities in Millard County he will continue to provide the same services that he did m Missouri he will deal more with livestock will spend much time with and plans to do financial and cost analysis with livestock “I also hope to do a lot in marketing” he said Already Larry is on the AgREACH committee His interests coincide with his work— livestock and marketing He has taken several graduate course in genetics and he likes to write and to illustrate In talking with the new Extension Agent one is aware of his knowledge of the farmer’s plight He encourages farmers to unite and to become politically involved Believing that the market must be assessed he stated “You have to make something people want Farmers have been free to sell but everything they buy is controlled by the government" Larry Campbell primarily wants to help farmers in Millard County sec the opportunities in the market place "I want to see a turn around in the County” With his understanding and expertise it seems probable that he in his quiet way will help the turn around become a reality |
