Show ipvfii Fillmore City Council minutes The following are excerpts of the minutes of the regular meeting of the Filmore City Council held Tuesday Dec 18 1984 at 7:30 pm in the Fillmore City Building Doris Rasmussen Mayor was excused Present were Mayor Jer’E Brinkerhoff Dallin Nielsen Terry Scottorn Brent Jackson and Freeman Recorder Carol Wise and Administrator Dwight Day Mr and Mrs David Smith were to discuss a problem present concerning their utility account The Smiths explained that they inquired about their account by phone and were told the amount that they would be required to pay to have service continue They came in paid the amount and signed a contract for an balance Next day they unpaid received notice that the transactions of the previous day had included only one of their accounts and they owed two bills thus this would increase the amount that must be paid to continue service and the balance that was due on the contract The Smiths felt they they had signed a contract and that the City had no right to change it They did not dispute the fact that they owed both bills Both bills are now paid Mayor Brinkerhoff expressed regret for this and stated that misunderstanding the City appreciated the opportunity to discuss the matter with the Smiths Mr Douglas Jolley asked that he be allowed to abandon an unused sewer connection at his residence and that billings for this connection be discontinued It was explained that the former owner of the property had paid for an extra sewer connection in addition to the one which serves the house on this lot Mr Jolley indicated he has no intention of selling the area which is served sewer by the additional it connection After a discussion was the feeling of the Council that this request should be given some thought and the matter was taken under study The contract with Sunrise Engineering for services on the sewer was discussed lagoon expansion Motion by Councilman Brinkerhoff and seconded by Councilman Nielsen that the contract be executed received three Aye votes one Naye vote by Councilman Rowley with Councilman Scottorn abstaining Minutes of the previous meeting were reviewed and the following corrections made: Councilman --Rowley's statement regarding voting on health benefits - add “at this time” following felt it unjust to give more “he benefits” The name of Sunrise Enginnering added to the time schedule for sewer 1985 lagoon project: January Enginnering by Sunrise Engineering Sunrise Engineering to be added of review to entry concerning sewer contract on engineering "The engineering lagoon project with Sunrise Engineeagreement ring” Bills numbered 4213 through 4242 and 3524 through 3525 which total $11628085 were reviewed Motion by Councilman Scottorn and seconded by Councilman Rowley to approve minutes with above corrections and carried unanibills for payment mously Copies of job descriptions prepared by employees were given council members for study Motion by Councilman Rowley that City employees be given Dec 24th as a paid day off Seconded by and carried Councilman Jackson unanimously Liquor allotment allocations was read The city’s share of these funds for the next two allotments will be $237905 for each period Motion by Councilman Scottorn and seconded by Councilman Jackson to to sign the authorize Mayor covering these funds agreement carried unanimously Administrator Day reported on the meeting with the Community Impact Board for funds for the sewer project He stated that the matter was put on the CIB Continuing calendar A public meeting concerning
