"When you commit forces, as we have, with an objective that is sufficient to do that, you do it with the intention of winning," he said on "Fox News Sunday." Sen. Joseph Biden, also said NATO's ability to deploy ground troops should never have been limited by Clinton and the other allied leaders. "I not only support it, I think it's necessary," Biden said. Appearing on CNN's "Late Edition," Sen. Carl Levin, and Sen. Bob Smith, another presidential contender, also urged planning for ground troops. And Sen. Fred Thompson, while not ruling out ground troops, said he had questions about NATO's goals and the likelihood of a "long, drawn-ou- t operation" in the Balkans.
