Show 2VVV The Salt Lake Tribune Wednesday February 18 19X7 2 Frees Find They Share More Than Just a Name : Every once in a while a story comes along that is so wonderfully bizarre I can't wait to sit down at my computer in the office and get it down on microchip The other day such a story came along I met Kathy Free Kathy Free is a Mormon homemaker with six kids who lives in a house on Hidden Valley Boulevard in Sandy I'd always figured there must be anoth- er Cathy or Kathy Free out there because in the past couple of years at least 15 people have asked me if I am a Mormon homemaker with six kids who lives in a house on Hidden Valley Boulevard in Sandy People who ask such questions don't know me very well I am not the type although I must confess it would be nice to live in a - house I live in a cramped apartment in the Avenues with two cats who interrupt my life whenever they feel like it I don’t need six kids I don’t know my way around Sandy In my mind everything past 1300 South is Sandy I like to hang around downtown I So you can imagine how surprised I was ' m— — eight years ago when I was first asked if I was moonlighting as a housewife somewhere south of 11600 South At first I just laughed it off like it was some kind of joke but as the years went on and the questions increased I put Free and Free together and realized there must be somebody out there sharing my name It wasn’t an easy discovery to deal with Free is an original name I've always thought It's one of a kind it's whimsical it's unusual it’s slightly unbelievable It’s well it's free There are over 6700 Andersons listed in the Salt Lake City telephone directory but there are only nine Frees Free is so free that a lot of people think my last name is really something like Kirtzengurgler or Ziegenburpler People think I made the Free part up because ZiegenburplerStyle won't fit on my column masthead All these years I've been proud of the fact that I was really born a Free and now along comes another Free named Kathy The fact that she is Kathy with a "K” and I am Cathy with a "C" seems to make little differ- ence A lot of people still think that Cathy Free is a housewife with a clean house and six kids in Sandy and Kathy Free is a newspaper columnist who lives with two cats and always has dirty dishes in her sink I decided I'd better arrange to meet Kathy Free and clear up the whole Free fiasco before her reputation is ruined I started at the top of the Free list in the phone book and freehandedly dialed each Free to see if Kathy was home On the fifth Free I was home free “Just a minute" said one of the six Free kids dropping the phone on the floor "Mommmmm! Telephone!" (That’s something Cathy with a “C” doesn't ever plan to hear) Kathy with a “K” picked the phone up off the floor and said "Hello” “Kathy Free? This is Cathy Free” I said “A lot of people seem to think I am you Does anybody think you are me?” It sounded a bit confusing but Kathy Free understood perfectly “Cathy Free! I’ve been tempted to call you! People think I am you all the time Whenever I write a check at the supermarket people say ‘Oh you write for The Tribune don’t you?’ " “Your checks don't bounce do they?” I asked trying to make the question sound like a joke I ! ! ! 1 However two years ago SB80 took By Ben Ling bill Senate Bill 9 sponsored by Sen has the Fred Finlinson community councils opposing the d and better-funde- d League of Cities of Towns as the Legislature decides whether its constituents can force the elections Three years ago any citizen in Utah could have initiated a special election over any law if he or she could follow the strict rules and get enough signatures on a petition If the election was to create some new law it was called an initiative If the election was for the approval or rejection of an existing law it was called a referendum Some people thought the ability to have initiatives and referendums was guaranteed by the state constitution better-organize- that ability away from people who live within municipalities So for instance somebody living in unincorporated Salt Lake County could still petition for a special election but people living in Salt Lake City West Valley City Sandy or other munici- pality could not Shauna Johnson a Murray citizen who is supporting SB9 told the United Association of Community Councils that the change may have been unconstitutional because it gave unequal voting rights to residents of unincorporated areas ’ UACC previously approved a resolution supporting the bill but only if no amendments were attached to it UACC’s legislative committee has been authorized to scrutinize the bill as the amendments are made and to support or fight it as the committee members judge best In Salt Lake City at the Salt Lake Association of Community Councils meeting last week several members complained that elected municipal officials seem to be the main opponents to restoration of the initiative and referendum powers Rawlins Young from the Sugar House Community Council wondered why elected officials were so concerned about the bill when initiatives and referendums have been so rare in Utah Most of the members complained about an amendment made by Sen that partially Paul Rogers restores initiative and referendum powers The amendment prevents d special elecany tions on government budgets mill levies and certain zoning ordinances citizen-prompte- The amendment also includes people in unincorporated areas taking away some of their voting powers UACC President Norm Sims from the Granite area east of Sandy said the budget and mill levy limitation might not be significant because there has never been a special election on either of those subjects in Utah IRS Volunteers Offer Free Help With ’86 Taxes 7000 South South Salt Lake Library 2480 S State and East Mill Creek Library 2266 Evergreen Ave The County Library System will also sponsor VITA: Volunteer Income The Salt Lake County Library System will sponsor free tax help for ele Speaking derly disadvantaged or handicapped non-Engli- taxpayers Tax Assistance Service This free program is designed specifically to provide income tax assistance for Tax Counseling for the Elderly a tax assistance program staffed by d volunteers will provide service for elderly taxpayers Specialized assistance will be given concerning tax treatment and pension benefits tax credit for the elderly medical deductions and other tax IRS-traine- e elderly non-Engli- speaking disadvantaged and handicapped taxpayers Volunteers have received IRS training in the preparation of 1040 and 1040A tax returns VITA tax aid will be available at the following libraries: — Kearns Library 5350 S 4220 West Wednesdays through April 8 from 8 to 9 p m matters Counseling session are held every Thursday through April 9 from 1 to 4 pm at Whitmore Library 2197 E dishes thrice daily while Cathy does hers once a week “Bounce? No not at all Why? Do yours?" I quickly changed the subject “Say Kathy how about if I come out to meet you next week? I'm curious to see if we have anything in common” “Do you have six kids too?" “No I prefer cats But who knows? We both might like to throw Barry Manilow albums against brick walls or something like that How about next Monday? Are you free?” Kathy laughed freely “Of course I’m Free I'm always Free I'll see you next Monday Two o’clock sharp” The following week I made my yearly trek to Sandy and searched for Hidden Valley Boulevard Whoever named the street did a good job Finally after cruising through suburbia for 20 minutes I found the street and residence No 11516 — a large brown and beige house with skateboards and basketballs in the front yard I wasn’t quite sure what to expect when I rang the front doorbell — I couldn’t help but wonder if Kathy with a "K” looked anything like me She didn't Kathy Free was thinner "Come on in!" she said leading me into a living room free of dust free of clutter free of cat hair free of the things that Cathy Free has scattered throughout her apartment We sat on a beige and blue sofa that was so clean it looked as if it shouldn’t be sat upon and compared Free stories Councils OK Special Elections Bill Tribune Staff Writer Community councils in Salt Lake City and unincorporated Salt Lake County have supported a Senate bill restoring citizens’ ability to petition for special elections but they are wary of amendments attached to the Free thinks Kathy Free has a police officer when am I safe?” wailed the woman caller She was one of dozens of people who phoned the Utah Highway Patrol dispatch office after a highway patrolman was accused of attempting to coerce a woman into having sex with him on Feb 8 The majority of those callers were very emotional ranging from angry and hostile to frightened and dismayed The notion that a police officer would use his authority to force himself on a woman is extremely disturbing to all of us It upsets one of the most deeply ingrained beliefs in our society that police officers will protect us But regardless of what is proved or disproved about that particular highway patrolman's actions the lady on the phone had a good question Unfortunately there is no easy answer No administrator or politician can truthfully
