910 AM from 8 to 10 am Tribune Staff Writer The Whiterocks fire in Uintah County was held in check Friday night and officials were hoping Saturday to have a fire line built around it by Monday afternoon The size of the fire expanded to 16600 acres but information officer George Bowen said that was not the result of any spreading of the fire "The 16600 is larger than yesterday when officials estimated the fire’s size at 12000 acres but it’s not because the fire is spreading It’s just that we finally got the smoke out of there so we could do some more accurate mapping” He said firefighters help the 27 state and Forest Service personnel on the scene she said The fire is 10 percent contained with no estimate of containment or control and went from 200 acres to 700 acres overnight A square mile is 640 acres "The winds are causing quite a problem" Ms Pollock said "We got a little rain last night and that helped a bit but we re having a little problem because it’s burning in heavy timber assistance and job skills for unemployed needy families places 60 percent of its participants in jobs within 10 weeks and costs the amount of the federal program it replaced And because of its success in aiding unemployed families Utah’s program has become an option for other states as part of a national welfare reform bill according to EWP coordinator Bill Biggs Utah also has been asked to host a one-tent- h national conference tentatively scheduled for early November to explain its program to other states Mr Biggs said recently The Utah program was explained to the U S Senate Finance Committee by Cindy Haag Office of Assistance Payments director She oversees EWP Following her testimony the Senate adopted EWP as an alternative to traditional assistance for intact families under a national welfare reform bill Following that action Charles Hobbs who directs the White House Welfare Reform Program visited Utah to interview EWP recipients and then asked the state to host the national convention Mr Biggs said Utah’s primary welfare assistance is offered through the AFDC (Aid to Families with Dependent Children) program but it has been restricted to single-paren- t families since 1981 when legislators eliminated the section of the program which helped intact families EWP was organized in 1983 to help the intact families who needed assistance One adult family member must spend 32 hours weekly in community service projects and eight hours in job search under EWP Benefits aren't paid until the week’s work is completed Mr Biggs said “What we found in Utah is if we help a family stay together and get a job we save money" Mr Biggs said “If we can help them before they lose their home and have to move into a shelter then we not only help the families themselves but we save the long term costs of welfare” A study completed last year by the 8 Davis County Employees Sue for Pay Raises Special to The Tribune FARMINGTON — Eight Davis County Sheriff’s Office employees have filed a civil suit against county commissioners alleging they "breached a contract" with employees by not giving them a 345 percent merit pay increase Commissioners attending an association of counties meeting at Bear Lake were unavailable for comment However County Attorney Melvin Wilson said he was not aware of any case where employees used court action to get more money from a government entity "The fact is the commission can't spend money it doesn't have” he said "There's no way to compensate in wages if you don't have the tax revenue" The suit filed in 2nd District Court claims the commission established policies that call for an annual merit increase to all employees who enter into a wntten employee appraisal plan work according to the plan's objectives and receive a performance rating of outstanding or high- er Jack Helgesen attorney for the plaintiffs states the merit pay increase was to take effect at the beginning of each eligible employee's next employment year in 1988 depending on their anniversary date The county commission eliminated the merit raises from this year’s budget claiming there was not enough money for such raises Employees instead were given e payments of up to $500 depending on the amount of time worked and their performance appraisal The suit says the merit-rais- e policy creates a binding contract between the county and employees The contract calls for an annual merit raise of up to 345 percent The plaintiffs are calling for immediate payment for the amount of the merit raise Plaintiffs include: Brian L Weese Curtis C Anderson
