hospitalization and the training as a computer operator that you have given me off and on since 1969 during those terrible times when I suffered from depression and mental illness I am feeling Block Grants Get Hearing In Centerville Special to The Tribune CENTERVILLE — The Centerville City Council is seeking public input on projects that could be financed with 1988 Community Development Block Grant funds A public hearing will be held Tuesday during the regular city council meeting at the city hall 521 N 400 West Based on citizen input the council will decide which of five projects will be submitted to the Davis County Council of Governments for consideration said City Administrator David Hales The five projects to be discussed at the hearing are: Conducting an economic development study for the 110 acres of land west of Interstate 15 and the Denver Rio Grand Railroad Improvements on the Pages Lane commercial district Curb gutter and sidewalk and water-lin- e improvements on 280 South and Main Street Improvements on the Centerville Industrial Park west of Purchasing land on Main Street between Parrish Lane and Pages Lane for economic development Projects that qualify for federal funds must benefit low or moderate income residents prevent or eliminate blight or slum conditions or remove a serious or immediate threat to the community In 1987 Centerville Sox 1152 Chicago M 011-054- Highway Safety Officials Urge Utahns to Buckle Up By Sgt Gary Whitney Utah Highway Patrol Utahns are faring well with the h speed limit but need to improve highway safety by using their seat belts The Utah De- Eartment of the put state’s safety record up against that of 22 other 65-mp- states recently surveyed by the National Highway Traffic Safety Administration While those states experienced a 50 percent increase in h highway deaths Utah had no increase in the number of people who died and actually experienced a decline in the total number of fatal accidents So far Utah drivers seem to be satisfied with traveling at 65 As long as a majority of drivers voluntarily comply with it we won’t have the problems that other states are experiencing Let’s face it there were not enough police officers to h effectively enforce the old limit No matter how worthwhile the statistics may show a law to be without general public support it’s not a good law Now we have a speed law we can live with and we have a seat belt law that more Utahns need to learn to live with When comparing the state's seat belt statistics Utahns are on par with the rest of the nation But highway safety officials feel there is a need for improvement and in this area enforcement is critical Last week John T Nielsen commissioner of the Utah Department of Public Safety mailed a letter to all of the state's Sheriff and Chiefs of Police stressing the importance of public perception that seat belt and child restraint laws are being enforced He noted that other states with laws similar to those in Utah have increased usage rates “if enforcement is consistently included in normal traffic operations” The letter listed results from the latest Utah seat belt surveys: Salt Lake City October 1987 - 40 percent usage rate Ogden City Sep tember 1987 - 31 percent usage Orem City November 1987 - 33 usage St George October percent 1987 - 17 percent usage Freeway statewide October 1987 - 45 percent usage An average shows that 60 to 70 of Utahns do not use seat percent belts And according to an August 1987 survey only 24 percent of Utah children under age five are restrained The problem is Broperly cares?” attitude some drivers have about seat belts is representative of their overall attitude toward driving They are the people who are most likely to be involved in a car crash and are least likely to be buckled up As a result the steadily increasing number of seat belt wearers in not having as dramatic an effect on reducing highway deaths as experts had originally predicted It is having an effect however In Utah 299 people died in car accidents during 1987 The year before 313 people died The best barometer of highway safety is a calculation of the number of traffic deaths in relation to 100 million vehicle miles traveled For the period ending last September the rate for the nation was 239 — more than a 4 percent reduction from the previous 12 month period Centerville
