Dr Edmondson stressed the need for information and training on child sexual abuse in Utah Approximately 300 children are sexually abused in Utah in one year While Utah ranks 34th in jjopulations compared to other states, it ranks 13th in the per capita reports of abuse and neglect That was 6,358 reports last year or four cases for every 1,000 Utahns, she explained Utah may rank so high in reports of child abuse because of its strict laws. What we in Utah call child abuse and neglect may not be considered as such in other states. For instance, one of our eight categories includes educational neglect. If a child is truant 'om school for five days per month for a number of months, that child is being educationally neglected in Utah, but not necessarily in other states," Dr Edmondson said. Another strict aspect of Utah child abuse and neglect law concerns reporting cases "In Utah medical personnel are required to report a case if they have evidence of if they have a reason to suspect abuse or neglect. That means even if they only suspect a case, they have a legal obligation to report it. Other states are more lenient in this respect." she said Nevertheless, confirmed cases of child abuse and neglect, including sexual abuse, are rising There is an ironic positive aspect to rising rates of child sexual abuse, she said "In a sense, they indicate a hopeful trend. People will be more likely to report cases when they learn that there are services to handle them. Otherwise, there is no reason to report them, Dr. Edmondson said. "A special training session on Friday is being directed by Dr Marty Palmer of the Primary Children s Medical Center. He will explain how to examine a child victim," she said. Another concurrent workshop will be held for therapists and address their questions on the treatment of preparing cases for court, the importance of clergy involvement, and understanding foster childrens problems when they have been sexually abused, Dr. Edmondson said. "We are hoping that this conference will begin to make people aware of the problem and that they can do about it."
