Protests, demonstrations and political debate over nuclear arms buildup have raged across Europe for months. But the peace movement in France is tiny, splintered and essentially impotent. There is remarkably little challenge to the governments position on European defense issues, either from protest groups or opposition parties. Even the Communist Party is uncharacteristically reconciled to the need for building a strong independent nuclear force as the linchpin of French defense policy. The French are safely distant from the nearest Pershing-- 2 and Cruise missiles that have caused so much controversy in Britain and i West Germany. Endless Explanations I There may be more fundamental feasons for complacency than the fact that France will not be a landlord for the new missiles.
