At the committee hearings and before the regulatory agencies here where the process is under way, the financial dismantling is called The bill Congress deregulation. passed about a month ago giving banks and thrift institutions the right to set up accounts similar to money market funds is the most recent example of the process. But what is really happening, according to industry experts such as Leonard Shane, the incoming chairman of the U.S. League of Savings Associations, is a sweeping change that will affect future homebuyers. Different Home Mortgages Looming on the homebuyer horizon, Shane and others say, are dramatically different types of home mortgages. In days past, the typical homeowner could buy a $50,000 home by coming up with a $10,000 down payment and getting a $40,000 mortgage loan for the balance. He usually had 25 or 30 years to replay the loan, and the interest rate didnt change. Settlement prices on close and previous. Qutb, the head of mortgage finance for the National Association of Home Builders (NAHB), but it will very likely have to be repaid in 10 or 15 yyears. That means the monthly payment will be higher and a larger down payment will be needed to v keep the monthly housing outlays within budget. Financial Deregulation Moreover, Qutb says financial deregulation will force the housing industry to compete in the credit markets with other large borrowers, such as the federal government, which this year is expected to gobble up nearly half of all lendable funds to finance its operations and deficit. Qutb says that means potential homeowners probably wont see much relief from high interest rates, even though some are falling slightly now. I dont see any answers to the affordability of housing, she says. Indeed, one study prepared by the Center for Urban Policy Research at Rutgers University says the lack of lendable funds for future homeowners could mean the United States has reached a zenith in homeownership. The study said recent census data indicating 65 percent of American households own their own home may represent the nations high point. Yet in 1982, only about 15 percent of credit extended to American borrowers is expected to flow into mortgages. That is the lowest level since the Federal Reserve began keeping statistics. Public Unaware We are in the process of dismantling the finest housing delivery system in the world, Shane said, and we are doing it without any debate on what will replace it. I think the public is unaware of that. So are the legislators. They think we are in another (economic cycle, and that housing will lead us out of it. But unless we address the questions being raised by the dmsantling of the system, we will simply create social unrest. Practically all agree that deregulation itself is not the problem. Savings and loans, traditionally the main source of mortgage money in the United States, are obviously in trouble. During the first eight months of 1982, for example, 367 savings and loans were merged out of existence beccause of financial problems. That is more than 10 percent of the savings and loans with federal deposit insurance. The net worth of the remaining institutions is literally evaporating, and earlier this year, there were predictions that as many as 25 percent would disappear within a couple of years.
