Washington Men of draft ago with dependent relatives re placed in a more secure position under the new regulations to govern future operations opera-tions of the selective draft law, made public on November 17 by l'rovost Marshal General Crowder. While deferred de-ferred classification tinder the new plan, which replaces all discharge or exemption cert i Ilea tes, may be revoked when granted for any other cause, there is no way in which men with dependents can be called up for service serv-ice out of their turn. Added protection protec-tion for dependents is secured by the requirement in cases where the registrant regis-trant seeks to waive his deferred classification class-ification status that waiver must be obtained from those dependent upon him before he can be taken into the military service. Local Boards to Judge. The effect of the regulations is to close the ranks of the army, navy or marine corps absolutely to men between be-tween 21 and 31 years old, where they have dependents upon them who would suffer if they went to the front. Local boards are constituted judges of all such cases. For the first time also a way is provided pro-vided in which men physically unfitted for front line duty in the army and yet able to do some part of the work of a soldier may be called for limited military service behind the lines. Par-tinl Par-tinl physical exemptions may be granted grant-ed by local boards to create this new-classification. new-classification. Where registrants are away from home districts or in other circumstances, circum-stances, application to the local board for a questionnaire is required. The most noteworthy changes In the regulations outside of the creation of an emergency fleet to permit ship-workers ship-workers to remain at their jobs, are as follows : "Local boards are granted virtually-judicial virtually-judicial powers to summon witnesses and obtaining information. "The entire office machinery is drafted to aid local boards in tracing registrants and right of way for mail connected with draft proceedings is required." Local boards are authorized to grant artial exemption for partial physical isability, for reserving the men in this tatus for "special and limited military mili-tary service." Special Classes. Authority is granted to form special classes of men highly skilled in particular par-ticular trades or professions and summon sum-mon them under this special heading regardless of their grouping in the general classification plan. The secretary secre-tary of war may revoke original classification, classi-fication, except that no man granted deferred classification because of dependents de-pendents may be advanced in any way or called for service out of his regular regu-lar order. When deferred classification classifica-tion has been granted for industrial or agricultural reasons a speeially qualilied registrant may be summoned out of his turn. New System to Apply. It is made plain that men already held bv local boards for service will continue to be sent forward as needed until such time as the new class 1 in each district is sufficiently organized to care for drafts from the district. All pending appeals will then die wiped off the slate and the new system will apply in full. Another change permits enlistment of registered men in the navy and marine corps where they are so far down on the call list as to make certain cer-tain that their action will not delay the task of army building. No credit is given for such enlistment on army-quotas, army-quotas, however, and local boards are judges of each case. Procision for voluntary enlistment in the army and navy is made by means of a voluntary waiver classification classifi-cation and the automatic advancement of the registrant to class 1 and bis induction at once into the military service "Where the registrant has dependents", de-pendents", his waiver must be accompanied, accom-panied, however, by waivers from those dependent on him if not minors, or by affidavits showing that minor dependents depend-ents will be adequately provided for, if there are minor dependents. A waiver by a minor cannot be accepted. |
