Show - Met - mARvist10:40-0o----- — 414 I 1 a - Ensign Peak Residents Seek Vim Park Plans 1 2CF Wednesday June 20 1990 l' Lake Tribune The Salt v : — - LC:ir 4 3 r 'Ts aoito Progress Flows on Jordan River Parkway Ai' 0111 er ta t4 I i: 1I Continued From Page 1 covers about 600 acres of land along the river It offers everything from fishing to canoeing to golf and includes disabled access at most of its facilities "The Jordan River Park is one of the largest state parks we have as far as development and budget goes" said Glenn Stephens park superintendent "In addition to the developed park there are still several areas along the river that we haven't been able to do because of budget restraints" The state park includes parks at 800 South 1700 South the Utah State Fairpark Cottonwood Park at 350 North and the park headquarters at 1084 N Redwood Road There Iis a par-- 3 golf course at the headquarters and the model airplane port is at 1700 North d North of the airport is an vehicle training center There are numerous canoe docks scattered along the river which is open to canoeing from 1700 South to 1000 North There are soccer fields baseball diamonds picnic areas pavilions and a disabled exercise course And there are several miles of paved and unpaved trails that wind through the trees along the side of the river They're open to pedestrians bicycles and horses "We've tried to do something for just about everybody out here" Mr Stephens said The features designed for flood control are there as well although they are a little harder to see "The whole concept is to open the river up build levies and then open it up again" Mr Stephens explained "If there is a flood it won't cause any damage and it gives us a great recreation facili- off-roa- 1 r" It also provides a relatively flat smooth area for trails And trails are what the Jordan River Parkway is all about The original concept was for a trail system covering the length of the valley Although none of the areas are now linked Mr Stephens said he thinks the idea will bear fruit — and in the not to distant future "Oh it will be finished" be said "The river is one of the better assets this valley has as far as urban recreation is concerned As people begin to appreciate the environment more they are going to put a lot of pressure on the Legislature to get it done" Bill Crocker Murray City Parks and Recreation agreed the parkway will be finished He said the only thing that will stop people from riding bikes from Deer Creek to the Great Salt Lake in the future is "the kind of shape they're in "This is definitely a item for IMurray City right now" Mr Crocker said "It's one of the 1 high-priori- ty few things I've really seen the council and the city get behind like this" Of all the cities along the parkway Murray is at the forefront of development he noted Right now Murray has completed the Murray Parkway Golf Course and has started buying the rest of the land it needs to complete the park from 6400 South to 4800 South Wetlands restoration has begun and trails are being built Mr Crocker proudly displays the tentative drawings of the development the city will undertake "I think a lot of the enthusiasm for the project does come from a new respect for the environment" he said "But I like to think other people have seen what Murray is doing and it's drummed up a lot of enthusiasm in other cities' Murray is building an extensive trail system through the wetlands that surround the river The wetlands will be either restored or left as they now are Blinds will be built so visitors can observe wildlife and an interpretive center is planned to help people understand the wetlands environment In addition the city will build ball diamonds canoe docks picnic areas and bridges across the river - - i'' -- 41 e Center St City Owned AL -- I A 8153 cco 0 e Canoè Docks 17th No MODEL PORT -- 4 "The city has spent a lot of time conducting neighborhood meetings finding out what the people want and we're trying to use those ideas in the plan' Mr Crocker said There will be parking for cars and buses as well as for horse and canoe trailers Mr Crocker said by leaving about 75 percent of the city's land in its natural state flood control is a natural process The wetlands should absorb any extra water he said with runoff water from the golf course used in dry years to maintain the marshes And the city will not have to pay as much to maintain the area Murray City isn't the only community on the river looking at development South Jordan already has a park and Salt Lake County and Riverton have proposed a golf course within that city's boundaries Midvale and Sandy have also been discussing improvements And Salt Lake County has begun work at Redwood Park the county's first stage of development "It's a big project Each city has to do its part" said Glen Lu director of parks and recreation for Salt Lake County "Everybody is getting interested in completing the trail now West and South Jordan have trails Murray's working If we all continue to work together we'll get them connected" And when they are done the entire valley will have something unique of which it can be very proud he said Tribune Staff Writer SOUTH SALT LAKE — The City Council unanimously adopted a $57 million 1990-9budget that calls for a 3 percent increase in franchise taxes and a 2501percent increase in sewer fees But the council imposed an "enacting clause" on the sewer fee increase that gives city officials up to 90 days to negotiate a deal to leave the Central Valley Water Project and enter another water district with lower 1 rates If negotiations are finalized resident's sewer rates will jump from $4 to $6 per month instead of the $1450 per month if negotiations fall - through "Changing water districts is almost a finalized deal" Mayor Jim Davis told the council "We have been in negotiations for quite a while and we feel very confident we will come up with a deal by the end of this fiscal year We want to offer our residents the highest quality water at the lowest possible rates" In 1978 the city was federally mandated to join the Central Valley Water Project As a result the city's sewer costs have steadily increased But instead of passing these costs on to taxpayers city officials elected to finance them through the fund "The city has paid $45 million in the last 10 years to the Central Valley facility and we have not passed these costs on to the taxpayers" Mayor Davis explained "We've delayed passing these costs on because we were promised the account would capital-improveme- t ‘ PAR 3— GOLF COURSE 10th No ' Riverside - increase Council member Melvin Olsen said he was concerned because "we are putting the utility companies in the business of collecting taxes for us "Sometimes we just try to be too creative in getting slope issues master plan issues and rezoning for private unit developments Although the developers and residents seem to agree that preserving Ensign Downs is a top priority they disagree on the boundaries of that preservation Ms Miller argued that allowing private unit developments along the western side of Ensign Peak will not only cut off access to the peak area but damage the existing terrain "The Master Plan provides for three private unit developments Private units have a gate that is locked that can only be opened by a card or guard" Ms Miller said "It's a way to try to bring privacy and control crime in the area" But she pointed out that there will still be motorized access through Davis County "Across the county line there is nothing to stop people from coming through" Ms Miller added that people will be able to access the area from Salt Lake Valley by walking or by bicycle but private unit developments would severely restrict that access In defense of private units the developers point to the current abuse of Ensign Peak "The developers say that people come late at night and turn their radios up on the cars They say that people will make a layer of trash and not pick it up It's also difficult to get an officer up there in a timely way" Ms Miller said But Ms Jex doesn't agree with the developer's concerns "Thousands of people have been coming up to Ensign Peak for a hundred years There are hundreds that do care and appreciate the area The view from some of these sites is spectacular" she said Although the task force has yet to make a formal recommendation and many opposing viewpoints remain there is a certain harmony in the differences "We all have to remember that none of us are getting everything we want" Ms Miller said top-fiv- or from future 1215 areas in mar-Tta- lIllogllprMI 0000000000lIl ture park should be established with park boundaries before any develop- By Done 11 Bates Tribune Staff Writer One of the lengthiest debates for the Capitol Hill Community Council may be coming to an end Trying to preserve and protect Ensign Peak an area known for its panoramic view of downtown Salt Lake has often put members of the council at odds with developers of the Ensign Downs Master Plan But by the end of July the Ensign Downs Master Plan could be in the final stages of approval said Capitol Hill chairwoman Lori Ile Miller Ensign Peak development dates back to 1953 when Hermoine Jex area resident said she learned the property had already been purchased "Someone brought it to my attention that there might be an opportunity to bid on the Ensign Peak property At that time I discovered it was a closed deal" Ms Jex said Since then she has followed numerous plans to develop the area and maintains that "if we don't do something that area will be completely hidden Let's protect the tops of our foothills" Having gone through a series of changes the Ensign Downs Master Plan has remained the same since changes in 1983 Ms Miller said an Ensign Downs Development Review Task Force consisting of representatives from Mayor Palmer DePatilis' office the planning and zoning commission community councils and the developer Ensign Downs Inc was formed to evaluate the development and make suggestions for a compromise between the developer and concerned citizens Any evaluation by the task force is strictly a recommendation they have no decision making power Ms Miller said By gathering data from opinion polls and recommendations the task force has attempted to reach a compromise between development and open space Ms Jex said the task force will present a final plan to the Salt Lake City Planning and Zoning Commission who will either approve or deny the recommendation From there it must meet City Council and Mayor DePaulis' approval Ms Miller said the planning and zoning commission could begin discussing the master plan in four weeks However at this point all the task force has is a prioritized list of major concerns an alternate master plan — provided by Ms Jex and a number of ideas Heading the prioritized list is the need for an Ensign Peak protection park and Green Space Trails "The Ensign Downs Park area will be a state park with an entrance rest rooms and fountains similar to those at any other state park The developer has proposed adding 66 acres to the original 9 acres saved originally" Ms Miller explained In Ms Jex's alternate plan the na ' :) ' 111T:i -
