The strength of a news organiza tion depends not only on the journalistic skill of its people but also on their morale Morale in turn depends in large part on Its personnel's one-hou- arettes -- Surely the remarks- that David Burke president of CBS News stated that "CBS News cannot tolerate" cannot have included that fleeting reference to gays because CBS News must still have an editing pro eess that prescreens documentaries If Rooney's December remark was a cause of the suspension the CBS News management that screened or should have screened documentaries for broadcast (i always screened CBS News documentaries) bears at least equal responsibility for the inclusion of the supposedly offending reference If Rooney is suspended for three months without pay so should the CBS News officials who let this go by Nor can the reason for CBS News' dction legitimately be a finding that Rooney is a racist Ile most assuredly is not I worked tproudly) with him tor 16 years: he's been my friend for 27 years There's not a racist bone in his body am particularly bothered by the implications of CBS News' action remarks' to which Unless the Burke referred as the reason for Rooney's suspension are some remarks other than those which have thus far been identified by CBS of (:v6s (and the which would be unfair both to Rooney and to justic() Burke has formally chosen to believe a stranger ithout a transcript of the remarks trust consistent and honest in decisions management thoughtful And so I worry about further damage to the morale and trust of the CBS News people On the face of it (perhaps there are things CBS News hasn't told us — which would itself be a breach of public faith) CBS News management has no visible coherent philoso- phy of journalistic ethics On the one hand it appears to have punished Rooney for his alleged remarks — in telephone comments to a reporter not it is to be noted for anything he said about blacks on the air On the other hand it has accept ed deserved praise and awards for having broadcast the same thesis about blacks (except for the unfortu nate remarks about genes which are of dubious scientific validity and which Rooney explicitly denies makWolff ing) in the Bill Moyers-Perr-CBS Reports" about the vanishing American black family A few years ago — —a leading and superb CBS News correspondent in the course of his duties as an interviewer in preparing a piece for broadcast sought while the camera was not rolling to ingratiate himself with an interview subjeci by pretending to reflect on thc pre-Burk- e e elqk It Is not going to be limited to Nev Then there is homelessness a largely though not entirely urban problem How many of us middle-ageor older ever thought we would walk down an American street as we would ealcutta indifferent to des A host of economic problems menaces our position in the world slow growth in productivity inadequate investment and saving a tax structure and cultural milieu that encourage business to Think of ihe short intelligence (and vulnerability to in- blacks and Latinos by referring to their alleged interest in watermelons and tacos I know well and deeply admire that correspondent He is no racist either The point is that even though that correspondent admitted to racist remarks (while Rooney didn'ti the correspondent was not punished nor should he have been So too not many years ago — also — an official investigation of the praetices of the producer of the "CBS Reports" about Gen William Westmoreland found that the producer had engaged in a number of violations of CBS News standards The producer was placed on leave with pay He's now back at work on "60 Minutes In light of the sharp contrast between those two earlier episodes and the current issues involving Rooney what should CBS News personnel think about CBS News principles and philosophy and about what is and is not permissible'? Small wonder that some CBS News people today are mistakenly ascribing to Burke's action base motives that have nothing to do with the alleged remarks CBS News written standards issued in 1976 provide that if one of its journalists takes a public position off air on a controversial issue he or she is disqualified from reporting on that subject on the air Fair enough — it tells journalists what the rules are and sets the line between professional responsibility and their rights as individuals In the light of CBS News' punishment of Rooney for what he is alleged to have said off the air what are CBS News employees supposed to think about their right to express their personal thoughts and words off the air'? Has CBS News no concern about chilling effects on its own people?
