| Show 6NV The Salt Lake Tribune Friday July 1988 1 Midvale City Council Says No to Buying 'Outdated' Water System From Sandy By Katherine Kapos Tribune Staff Writer MIDVALE — The City Council has decided to build a new water system for 164 east Midvale residents rather than purchase an outdated system from Sandy During a recent meeting the council voted not to purchase the system that serves homes east of State Street and 109 Midvale and Salt Lake County homes west of State between 7300 and 7800 South Instead the city will explore various funding options including bormercial bonding and rowing to pay for a new system according to City Administrator Da- t "The Sandy solution is the quick tosolution Today youre in Sandy - Mr morrow you're in MidvaleGoodyear said "But is it best for the city in the long run" A new system would cost approximately $460000 he said One funding option is a plan where the city would install the system over a three-yea- r period at current funding levels Midvale also could get a commercial bond or receive a 'loan from the Utah Safe Drinking Water Committee so the entire project could be constructed at one time vid Colvin Midvale and Since December Sandy officials have been negotiating However at a cost of $180000 City Engineer Duane Goodyear told the council Midvale's money would be better spent on a new system Mr Goodyear said the Sandy system's galvanized lines are "ancient" and would have to be replaced in the near future In addition the lines are not large enough to provide adequate water pressure in some areas But the city council considers borto be the least exrowing pensive option Mr Colvin said Midvale would borrow the money from its sewer department and pay it back over a the next three years with in problem but the suit has never been brought to trial During a June council meetingeast Midvale residents told the cowl: cil they favored building a new system but they would rather see the project complete at one time rather than waiting three years to receive Midvale water Councilman R Kent King whpse home is hooked up to the Sandy sys tem said not purchasing the system could upset Sandy officials and in' turn Sandy could raise Midvale resi '' dents rates even more city staff will gather more information on all options Building a new water system is the latest solution to a problem that has existed more than a decade The east Midvale area is serviced by a water system formerly owned by the Onion-JordaIrrigation Co Sandy purchased the culinary water system In 1973 for $175 million When the area was annexed to Midvale in 1979 Sandy began charging higher rates to the Midvale residents and most recently it has denied hookups for new building lots Midvale filed a lawsuit in 1985 hoping to end the terest n "pay-as-you-g- Without bonding Midvale would have enough funds in the current budget to install new lines on as many as three streets in the affected area this summer Mr Goodyear said Before any final decision is made sta ter: Ile: Val cy for cha Jul we ley ree Sought mes tba For WV Land Near Valley Fair :uns -
