Under the voluntary wage-pricguidelines adopted last October, businesses were asked to limit price increases to half a percentage point below their average 1976-7price increases Half of the allowed price increases were to be made in the six months ending March 31, and half in the six months ending Sept. 30. Two Increments Under the revised council guidelines, the companies will be asked to take increases in two their second increments' half in the three-montperiod beginning April 1 and the remainder m the three months beginning July 1. The action followed dramatic increases in the inflation rate. It now appears that many companies may be planning to raise their prices by the full allowable amount at the beginning of the second period," said a statement by Alfred E. Kahn, chairman of the wage-pric- e council. "This could lead to a serious surge of prices in April and May. Guideline Change OK'd To try to avoid that surge, the statement said, the council has received permission from President Carter to change its guidelines. I have discussed this problem with the president, and he has ordered the Council on Wage and Price Stability to amend the price standard to avoid this outcome, by stipulating that increases not exceed three-fourth- s of the allowable annual increase during the first nine months of the program, unless that is the companys normal seasonal practice. Panopio, an official in the Cebu City tourism office, said the wreckage was found on Mount Man-- ' unggal and was largely intact.
