Show I A JOINT RESOLUTION PROPOSING AN A- j MENDMENT OK SECTION 2, ARTICLE 13, OF THE CONSTITUTION OE THE STATE i OF UTAH, RELATING TO TAXATION. j be it resolved and "enacted by the Legislature! oi the State of U'.ah, two-thirds of all the members mem-bers elected to each of the two houses concurring ; therein: j Section 1. That it is proposed to amend Section 2, of Article 13, of the Constitution of the Slate of Utah, so that the same will read as follows: I 2. All property in the state, not exempt under ! the laws of the United States, or under this con- stitution, or the laws of the Slate of Utah, shall be taxed as provided by law. The word property as used in this Article is hereby declarer! to in- ; elude m:nejs, credits, bonds, stocks, franchises, and ail matters a:id things (real, personal and mixed). capable of private ownership: but this shall noi. be so construed as to authorr.e the taxation of : the stocks of any company or corporation, when the properly c,f such company or corporation, rep- 1 resented by such stock, has been taxed. The Legislature shall provuie by law for aji annual tax sufficient, wirh other sources of revenue, to de-fray the estimated ordinary expenses of the State for each liscal year. The Legislature shall also provide for the payment of the state debt, if any there be. before the same becomes due; and provide for the payment of the interest on said' debt as it may fall due. Section 2. The Secretary of State is hereby ordered or-dered to give this proposition to be publised in at least one newspaper in every county in lhe State, where a newspaper is printed and published, for two months preceding the next general election. Section 3. This proposition shall be submitted to the electors of this State at the next general j election for their approval or disapproval. All I official ballots used at such election shall have , printed or written thereon the words, "For the j amendment of Section 2, Article 13, of the Con- stitution, relating to the general taxation of pop-j pop-j rty," "Yea." "No." and shall otherwise be prc-I prc-I pared and submitted to the electors as may be provided pro-vided by law, ami said ballot shall be received.
