Government experts, statisticans, heads of highly specialized bureaus, members of the cabinet and congressional leaders are all agreed that the cost eventually must be measured, not in the loss to labor in wages, not in the loss to the operators in profits or even in the loss to the consumers in the higher cost of coal and manufactured articles, but rather in the enormous setback whieh the warfare has given business and industry, its psychological effect on gfeneral confidence and the resultant demoralization. Go to any department of the government and ask this or that expert what the strike cost and the answer is in almost all cases the same. He will tell you that you cannot measure it in dollars, that its ramifications go too deep into the fabric of industry to permit of a statistical presentation.
