Proponents of this approach-whic- h has not yet been introduced in Congress-argu- e that Social Security and Medicare payroll taxes must be repealed if all direct federal taxes on income are to be extinguished. A 1997 Cato Institute study states that such a plan would require a tax rate of 26.7 percent, equivalent to a flat income tax of 21.1 percent. Despite the high rate, this plan has a benefit that the Schaefer-Tauzi- n plan does not have: it would protect taxpayer privacy by eliminating all direct taxes on income. So long as payroll taxes exist, the IRS will demand access to information about ev- ery Americans income.
