The latest-"nois ATV riding at the reservoir-nois- e and liability " issues have compelled the city to forbid riders from using the area. The fact is if a young person isn't involved in church or school activities, there's nothing acceptable for them to do. Naysayers say that it isn't a community's financial obligation to "entertain" local youth, and I totally agree. Providing a safe place for kids to meet or activities to participate in, is more than an obligation. It's an investment, one not only in that young person's future, but the future of the community as well. The small Wisconsin community we moved from considered youth its number one asset. In the past ten years, they've built a youth center, skateboard ramp, hired a recreation director, held town dances, and are currently building a dirt bike and ATV track. Funding for these projects was generated through grants, private and corporate donations, and yes, even a small amount of tax money. Has the comrpitment paid off? The police report a dramatic drop in youth crime, delinquency and alcohol consumption. The mayor says the projects have resulted in a heightened sense of ownership by community members and local youth. She says that the young people feel that the community values them, since it is willing to invest time and money to demonstrate that support.
