This years program will inform trustees about the current health and status of public libraries in .Utah; and. the .major challenges presented by changes ' in state and federal funding to public library services in the near future. The Library Services & Construction Act, in existence for forty years, has provided needed money for public library projects such as collection development, literacy programs and services to the disadvantaged. It has also funded public library construction for new buildings, remodeling projects for ADA accommodation, and expansions by Congress in 1996 in its present form. It is unclear whether Congress will authorize a new act, or if it does, whether the same types of programs will be funded. UPLIFT-- is an annual event that has been offered to trustees since 1987. Each year workshops on, different aspects of library service and operation are 'presented to help' trustees- - better understand their roles and responsibilities. T .
