After discussing open meeting laws with him 1 question whether he even understands the laws governing the various County offices. How can he give advice to the County Recorder, Clerk, Commissioners, et al. if he doesnt know or care about the laws governing these positions? Scarth isnt the only one apparently guilty of apathy. I have sometimes detected the attitude in many people in various positions or businesses, that since we live in a rural area and it is hard for people in Big City, Arizona or Utah to lock over our shoulders, we can do just about as w e please. Another dangerous idea. What good the Commissioners have done is overshadowed by the bad: Bad feelings and a lawsuit over the Commissions handling of the travel council and the elimination ofjobs for Jackie Rife and Debra Judd. Commissioners precipitated the angry resignation of ClerkAuditor Cathy Chamberlain. Lope man and Martin played games with the appointment of the new ClerkAuditor giving Karla Johnson only six hours of training with Chamberlain when she could have had a month.
