The tw o groups had informally agreed to terms including clause which a of the agreethe terms keeps ment secret. Questions later arose and the negotiations have continued and the settlement has not been made. Lynn Lund, an attorney with Utah Trust, the Countys liability insurance company, is representing the Commission in the negotiations. Lund said in a telephone interview with the SUN -- non-disdos- er that an agreement must be reached by January 9, or the case will have to go to court. One issue still under negotiation is whether there will be a clause.
