Show 4 SOUTHERN UTAH NEWS - Thursday, August 11, 1988 - Page Six Utah Child Support Collection Scouts and Battalioneers Hike Fifteen Miles of Original March Continued from page by Howard Roberts The U.S. Mormon Battalion, Inc. has teamed up with the Boy Scouts of America, to help the boys earn a trail award and patch. Taking only jerkey, dry and unleavened biscuits, and water for subsistence, they must hike a 15 mile stretch of the original route taken by the Mormon Battalion in 1846-4(2000 miles) from Council to San Diego, Bluffs, Iowa, California, or the return route to the Great Salt Lake Valley in 1847-4(1000 miles). The boys must also learn the history of the Battalion and visit museums and monuments erected on the original trail. Occasionally they erect a trail marker of their own making, according to a design approved by the U.S.M.B. Twenty-on- e boys and four men from Kanab, Fredonia and Moccasin hiked 15 miles over the desert near El Centro, Calif. Although our hike started at 9:00 p.m. the temperature was about 88 degrees, and stayed that way for hours. We hiked 10 miles, then slept for four hours, and hiked five more miles after sunrise. Those who took only two quarts of water ran out. We knew the Mormon Battalion marched in the daytime over these uncharted deserts, and had to dig their own wells. They suffered terribly in this area from thirst and dehydration, heat in the daytime and cold at night (January), going three days with almost no water at all. Many fainted from lack of water and had to be revived by advance parties, who found water, then returned for their comrades. Their mules gave out, were killed and eaten by the starving men, guts, hide and all. Their shoes were totally worn out; their feet were covered with rags or rawhide. They used the hide taken from the legs of iheir dead mules, sewn at the bottom, for shoes. For soup, they shaved off the hair from the hides, then boiled the hides, adding a small amount of flour for thickening. Our group visited monuments in where the Mexican 1) Tucson, garrison was suppressed without a fight, 2) Picacho State Park, northwest of Tucson, 3) Yuma crossing of the Colorado River, 4) Box Canyon (near Carrizo Creek, Calif.) where the soldiers had to chip away the rock to allow the passage of wagons, 5) Fort Stockton at Old Town, San Diego, where a 7 8 heroic size statue of a Mormon soldier is erected, and 6) The Mormon Battalion museum and Visitors Center at Old Town, San Diego, operated by the LDS Church missionaries. Other exciting places of interest were 1) the Arizona-Sonor- a Desert Museum at Tucson, 2) the International Wildlife Museum at Tucson, 3) San Xavier Mission at Tucson, 4) Pima Air Museum in Tucson, 5) the Arizona Territorial Prison Museum at Yuma, 6) a visit to Calexico, Mexico, 7) Wild Animal Park in Southern California, 8) Sea World, 9) swimming in the ocean surf, and 10) Wet N Wild in Las Vegas. The main purpose of the Trek was to give our youth a better understanding of and appreciation for the sacrifices and hardships of our forbears, specifically the Mormon Battalion of the Army of the West in securing the western territories of North America for the United States. They also greatly assisted the Mormon Pioneers in coming west, and demonstrated the patriotism of the Mormon volunteers and the Church. The Commander of the Battalion, Lt. Col. Phillip St. George Cooke, wrote the following to his men at the conclusion of their march. comThe Lieutenant-Colone- l manding congratulates the Battalion on their safe arrival on the shore of the Pacific Ocean and the conclusion of their march of over two thousand miles. History may be searched in vain for an equal march of infantry. Half of it has been through a wilderness where nothing but savages and wild beasts are found, or deserts where, for want of water, there is no living creature. There, with almost hopeless labor we have dug deep wells, which the future traveler will enjoy. With a guide who had traversed them, we have ventured into trackless tablelands where water was not found for several marches. With crowbar and pick and axe in hand, we have worked our way over mountains, which seemed to defy aught save the wild goat, and hewed a passage through a chasm of living rock more narrow than our wagons. To bring these first wagons to the Pacific, we have preserved the strength of our mules by herding them over large tracts, which you have laboriously guarded without loss. Our thanks to Oscar Robinson, our cook, and to Mormon Battalion officers in Kanab, Tucson, El Centro and San Diego for making this a truly memorable Trek. 1 incentive payments. After subtracting administrative costs and other distributions, the net profits to the state amounted to $1,137,000. These savings do not take into account costs that may have been avoided in public assistance costs, food stamps, and medicaid for those families who were able to stay off public welfare. Utah consistently has had one of the highest child support recovery rates in the nation. Since 1979, Utah has ranked among the top five states in the percent of recovery of child support payments involving aid to families with dependent children cases. In most of these years, Utah ranked number one in the percent of child support recovery. r t ! When you think of WATER n E!; parents objected to the guidelines because they will result in higher Foundation analysts point out that aid to families with dependent children has become the major welfare problem in Utah and the United States. Because of divorce, separation, teenage pregnancies, etc., this program continues to grow. During fiscal 1987, Utah distributed $56,320,800 in aid to dependent children payments to approximately 15,000 families consisting of more than 44,400 individuals. In addition, the state has provided $81,545,684 in medical assistance to such cases, and these families also were major beneficiaries of the food stamp program. Because of growing costs of the aid to families with dependei.. children (AFDC) program, many groups and individuals are calling for programs to force parents to accept their legal and moral obligations to provide for their children. Recently, the U.S. Secretary of Health and Human Services observed that 90 percent of all families receiving AFDC are in the program because of divorce, deserbirths. He tion, or noted that if we do better at establishing paternity, improving methods of identifying absent parents, the collecting payments due, well see fewer on public assistance. The question of determining equitable child support has been brought to public attention by recent events. Several months ago, a Child Support Task Force of the Utah Judicial Council outlined new guidelines which established greater uniformity in child support payments. These guidelines, however, have not yet received formal endorsement by the Judiciary Interim Committee of the Utah Legislature. Some legislators criticized the lack of legislative involvement in determining these guidelines, and some Drilling Expertise Water Anaylis Free advise concerning well sites f Think WALTER Walter Cluff - Certified & Licensed in Utah Low cost efficient pumps Free Bids Expert in pump service & Arizona - & well 643-717- 2 Southern Utah News Service Directory FAMILY HOME SERVICE CO.
