Mr. Robert Houston presented a study he had conducted of other towns in Southern Utah that presently own their own power companies. Stating that he was not an authority on municipal, he said he and many others felt the City of Kanab should begin looking into the possibilities of providing Kanab with their own power source. The problems have been brought about by recent power bills that many residents have felt were excessively high, which came as a result of a recent hearing for increased rates before the Utah Public Service Commission by California Pacific Utilities. Mr. Rich Marchat. of Hurricane City Power Company, was present at Mr. Houston's invitation, and told those present that Hurricane's power company was doing quite well. He said he felt that Cal Pac would always be one of the highest priced power sources available and that the City of Kanab would be wise to begin looking for alternate sources. Mr. Marchal said the biggest advantage to the city 0 72 of owning its own company would be in the event a block of power became available from a new plant, which would be available only if the system was municipally owned. Mr. Ted Cox, local manager of Cal Pac, stated that service was one thing to look at when considering a system. He said that, as long as Cal Pac was in Kanab. you will get top He further stated service, that the most efficient type of government is a kingdom, if the king is righteous, and the most efficient type business is a regulated monoply, which Cal Pac is. He said that the company cannot bring about any rate increases without authority from the appointed Public Service Commission. Mr. John Vaughn proposed to the city they appoint a committee to study the possibilities of the city going into a municipal system. A motion was made by George Bunting to this effect, seconded by Duke Aiken, and passed unanimously. The city was also apprised of a meeting in Cedar City Saturday, March 18, concerning the formation of a Southern Utah Federation to buy power for different municipal systems. The city said they would be represented at the meeting. After some discussion, the city voted on a motion by Duke Aiken to grant the franchise. It was seconded by George Bunting and passed. -- A discussion was held on a proposal to open a city street in the northwest section of Kanab. There were several protestants present also and following discussion, the city said no decision could be made until ownership of the property could be ascertained, and that if the street was ever opened, it would be done as an improvement district. The city attorney was instructed to research the ownership of the property and have an answer for the applicant by the next meeting. Smith of the City Beautification Commission stated that the second week in April would be Kanab City Beautification Week. Mrs. Nell Jones stated that the committee wanted to break the town into four sections and have each section compete on a beautification project with a prize to the winning section. She asked the council to donate SI 00 toward the cash prize. The council agreed to donate the $100. -- Duke Aiken presented a plat map of the area east of Kanab to be annexed. He was instructed to go ahead and get with Engineer John Nelson and have the matter advertised and a hearing at the next regular city council meeting.
