| Show WHAT PERSONS ARE TO BE enumerated the explicit and lengthy printed in tiona to the census enumerators which have been prepared by the united states census bureau give a clear idea of the character of the ans aers expected from the people of the united states with regard to the ques eions in the populate on schedule to be carried in the decann al census april 15 next all answers are to ha e reference solely to the caesus day which is apr 1 15 persons living on that day but who d ed after it and before the enumerators call are to be counted but person born after april 15 are not to be included in the count persons who were s agle on april 15 are to be reported as single even though they have married subsequently and before the canvasser has called this is true similarly of persons who became widow ed or divorced after april 15 the census law provides that all per sons shall be enumerated at their usual place of abode on april 15 this means the place where they may be said to live or belo ig or the place which is their home As a rule the usual place of abode is not the place where a person works or where he eats but where he regularly sleeps there will be a number of persons having their usual places of abode in enumeration districts who will be ab sent april 15 these are to be included and enumerated after the facts regard ing them have have been obtained from their families relatives acquaintances or other persons able to give the in formation for instance if a member of any family in an enumeration district is temporarily away from home visit or on business or travel g for pleasure or attending school or college or sick in a hospital such absent person is to be enumerated and included with other members of the family but a son or daughter regularly living in an other locality should not be counted with the family at home servants laborers or other employees who live with the family and sleep in the same house or on the premises should be enumerated with the family the census bureau states that there will be on the other hand a certain number ot persons present and perhaps lodging and sleeping in districts at the time of the enumeration who do not have their usual places of abode there these are not to be enumerated it must be that the will bo enumerated elsewhere the canvassers should not therefore unless it ia practically certain that they will not be enumerated anywhere else enumerate or include with the members of a family they are ei iny of following classes persons visiting a fam ly transient boarders or lockers who have some other usual or permanent of abode students or children 1 vir g or board ing with a family in order to attend s one school college or other education il on in the locality but not regarding the place as the r home persons who take their meals with a family but lodge or sleep elsewhere servants apprentices or other person employed by a family and working in the house or on the premises but not sleeping there or any peron who was formerly in a lam ly but who his since become a permanent in nate of an asylum alms house home for the aged reformatory prison or annoti er institution in which the inmates may remain for long periods of time it has been decided by the census bureau authorities to have the census enumerators take the census of the number and value of the live stock on the ranges of the western tates as a part of the th decennial census beginning april 15 next the census authorities are convinced that the enumerators will be able to gather these stat sties ever more ex edi piously correctly and economically than would be possible by special agents under existing conditions fearful that for one reason or an other the live stock ra sers may be de berred from freely stat ng the number and value of their holdings the census bureau la exerting unusual efforts to assure the ranchmen and farmers especially of the westan range states that their interests whether personal or corporate can not possibly be affect ed in any way by the r frank and full d sc losure stock possess ons the informal on gathered by the census office is held strictly confidential not only in respect to the fact that under no circumstances is it ever imparted to any one not connected with the census office but in respect to its ever being given to any other branch of the government |
