The City Council has voted to change its regular council meetings from Thursday to Wednesday nights. They will also start a half hour earlier. Meetings will be at 6 p.m. every other week. DUNCAN, Utah State Treasurer today announced his candidacy for the position of Lt. Governor-Secretar- y of State of the State of Utah on the Democratic ticket at a press conference held in the rotunda of the State Capitol. In announcing his candidacy, Mr. Duncan cited five his as major points credentials for this high office and also a five point if Program of Service, elected. His five major points as his credential are: 1. I am the only candidate for this office who has had the privilege to serve as an elected official on both a county and state level. 2.
