This fact was reported by Utah Foundation, the private tax research organization in their latest analysis of Utah state finances. Acecordmg to the report, a sut -stantial portion of the 1982-8- 3 "deficit is accounted for by the shortfall In the unemployment insurance program. Utah depleted all of its unemployment benefit reserves last year and was forced to borrow from the federal government in order to continue unemployment benefit payments. Utah also was forced to transfer unexpended balances from special accounts and reserves to cover other state operating expenditures. Some of these balances may have to be replaced at a later time when Is more adequate financing available. Foundation analysts note that the last year resulted huge "deficit mainly from the fact that state revenues in Utah fell far below expectations. Unrestricted general fund and uniform school fund revenues for the 1P82-8- 3 fiscal year, for example, were nearly $115 million below the estimates that were used by the 1982 Utah Legislature when it established the 1982-8- 3 Funeral services will be today, Thursday, February 16, 1984 at 1 p.m. at the ThirdFourth Ward Friends may Chapel In Beaver. call at the Boyer Southern Utah Mortuary today at 11:00 prior to services.
