light inflation are getting kicked around by city officials with a salary hike for eployees of about 13 percent the apparent target Maybe It could also be 11 percent or even less Or more but that doesn’t seem likely The problem city officials face is balancing the city’s ability to pay with the employees need to stay “even” let alone get ahead of the game The City Council held its first budget meeting last week meeting with department heads and the city administrative assistant All the talk so far is preliminary The council wasn’t in official session and made no decisions City Councilman Kent Randall said the 1979 rate of inflation according to official federal statistics was 133 percent There are no official for wage government cities to follow as guidelines there were last year so the city is free to give employees any raise it wants Last year a presidential decree limited the raise to seven percent Historically the city has tried to match the inflation rate going by the previous year’s statistics A 13 percent raise for employees would mean an employee earning $250 a week would get a raise of $3250 That wouldn’t really be a raise though noted Randall Heaps the city’s administrative assistant It would just make up for the buying power workers lost last year and wouldn’t begin to make up for what they’re losing this year when inflation is closer to 20 percent Councilman Randall said he’d like to see an 11 percent pay hike across the board and the cash equivalent of another two percent put into “unappropriated surplus” in the budget If inflation stays high that two percent can be given to employees later That is in line with wrhat other Utah governments are giving their people he said Other government spending statewide will be increased even less he said averaging about 7 percent and Layton should consider following a similar policy Randall’s proposal didn’t sit well with everyone at the discussion The big concern was that the city’s lower much the city can afford to add to employees’ paychecks There wasn’t any doubt in any of the councilmen’s minds during last week’s council meeting that employees deserve a raise but said cost-of-livin- g said the city would have to give each employee a raise based solely on his personal needs regardless of what job he had There was even the suggestion that some of those employees in
