Hunting is considered a benefit allowed to individuals, not a power which someone can claim. Because hunting is a privilege, it can be taken away if it is abused. A sportsman reviews current proclamations and abides by all written laws. Poaching is a crime that sportsmen cannot ignore and are eager to report.
