Show 6A Sun Advocate, Price, Utah Wednesday, November 5, 1986 Because of lack of funds Utah must look to alternative services Because of rising costs and fund limitations, governmental units throughout the nation are finding it increasingly difficult to continue to deliver services in the customary manner. As a result, many units are looking at alternate means of providing essential services at a reasonable cost. This was the subject of the latest study prepared by Utah Foundation, a private research organization, included among the alternate service approaches examined in the foundation report were the following: Intergovernmental cooperat- ion which allows one governmental unit to contract with another for providing a particular service. This form of cooperation has been around and encouraged in Utah for more than 20 years. Contracting with private suppliers for furnishing certain government services has been experiencing a strong growth during recent years. Private contracting recently has been extended in new areas such as fire protection, institutional food catering and operation of entire city governments. Franchises given to private organizations to provide a service within a geographic area eliminates government entirely from the delivery and financing of the service. Government charges are reasonable. When one considers the time savings in having to go to a major library or to send away for the information, that becomes a very reasonable price, he said.
