( ) Except as provided by statute ha the cost of land adiuHdstration; There is established a pcimanent Si ate School Fund which shall consist of revenue from the followingsourccs. It is proposed to amend Article X, Secs. and 2, renumber See. 8 to Sec. 3. amend Sec. 4, renumber Sec. 3 to Sec. renumber Sec. 5 to Sec. 7, renumber Sec. 12 to Sec. 8. renumber Sec. 13 to Sec. 9, and to amend, as renumbered, to read: The Legislature shall provide for the establishment and maintenance of a uniform system of public schools the state's education system including: (a) a public education system. which shall be open to all children of the state (;; and (h) a higher education system. Both systems shall be free from sectarian control. Sec. 1 Sec. 2. The public school education system shall include ) all public elementary and secondary schools : schools, consisting of primary and grammar grades; kindergarten common high schools, an agricultural college; a university; and such other schools and programs as the Legislature may establish designate. The common higher education system shall include al puhlic universities and colleges and such other institutions and programs as the Legislature may designate. Public elementary and secondary schools shall be free, except the Legislature may authorize the imposition of fees in the secondary schools.
