Perry G. MacManus, 63, Price, who is also known as warrants George MacManus, was arrested by Price Police officers at 7 : 20 a.m. Tuesday. MacManus has been charged in the Wyoming warrants with suspicion of attempting to ob- tain goods under false pretenses, obtaining goods under false pretenses and securities fraud. Sgt. Rick Rogers of the Casper Police Department told the Sun Advocate their office had received allegations that some of the information given to investors concerning a gold extraction program was not true. Rogers said he could not be very specific on details until proper documents were filed with appropriate courts in Wyoming. He also said he couldnt say what the name of the corporation MacManus was representing was. MacManus was president of Mancross Corp., a firm which approached the Carbon County Commission about a year ago for a resolution authorizing the sale of $10 million in industrial revenue bonds to finance construction of a gold recovery operation in Carbon County. On March 5, 1985, the Carbon County Commission approved a resolution announcing its intention to issue the $10 million in industrial revenue bonds conditioned on several factors falling into place properly. At the time of that meeting, the commission stressed it was not actually approving the bonds, but rather announcing its intention to issue the bonds if they could be made available from the state and all else fell into place. At a later meeting on March said a 27, 1985, MacManus prototype plant was to be built to prove the feasibility of the process for recovering gold out of waste materials near coal mines. MacManus told comat that meeting that missioners financial arrangements had been made for the prototype plant and the revenue bonds were to finance construction of a full production plant. The prototype plant was to have been completed and production started by August of last year. The actual resolution to formally issue the bonding was never acted upon by the commission and County Commission chairman Lee Semken said the corporation has not formally the approached commission since the March 27 meeting. They never came back, he said Tuesday. The last time they came in they indicated they had $1 million from American Express and that they were going to build a prototype plant. But they never made another request (for the revenue bond resolution), continued.
