While Green Sheet report- ers do not claim to be privy to any sort of psychic awareness (at least not in public), the staff here has set their hand at making a few prognostications for 1989. After being in a state of crisis throughout most of fiscal year, Utah the 1986-8state finances improved dramatically during fiscal 1988. This observation was made by the Utah Foundation, a private tax research organization, in its annual analysis of state revenue and expenditures. The study shows that total revenue received by the state exceeded expenditures by $51.5 7 million. of revenue over would have been expenditures much greater, but the 1988 State Legislature, meeting in special session, provided for a one-tim- e income tax refund of $77 million other made and special appropriations for public and higher education totaling $10 million. According to the Foundation, part of the improvement in state Foundation analysts point out that part of the large gain in state revenue was offset by a continuing decline in federal aid revenue from other non-tax sources. Federal funds to the state dropped by an additional $20 million in 1987-8- 8 following a decline of more than $30 million the previous year, and other state non-ta- x revenues fell by $3.5 million. The general sales tax still is the largest single tax source for the state, accounting for 37 of all of total state taxes and 24 revenue receipts. Last year, the general sales tax produced $616 million for state purposes plus an additional $146 million local for units second most important area of ment state spending in Utah.
