The good news is that the city council here has decided to cancel a four mill tax increase designed to cover a $900,000 1988-8budget shortfall. Instead, the money will come from a $4 per month charge for garbage collection. The council Thursday overturned its earlier decision to raise taxes to cover the shortfall, and returned instead to the monthly fee something many people believe is the fairest way to raise the nearly $1 million needed to help fund city operations for the next year. "I dont like anything about it," said councilwoman Janice Fisher, who voted for the tax increase, and Thursday voted against the monthly fee. "I wish we could have explored further the idea of putting it on the property tax." Residents will likely see the charge appearing on their Utah Power and Light bills sometime in July, said City Manager John Newman, who advised the council early on to adopt the monthly fee over the tax increase. Brighton has been an image and color consultant for nine years, is a professional model and a certified Miss America judge. Ceremonies paying honor to those who have died will be held throughout the weekend, with many churches holding memorial rites Sunday and the majority of civil ceremonies falling on Monday. While we now commonly call this observance name "Memorial Day," ' the "Decoration Day" was the ' holidays original moniker, stemming from the time following the Civil War when Southern solders reverently decorated the graves of their fallen comrades who died fighting for their side. A The holiday was originally a soldiers event. No mother or wife, sister or brother was even allowed to walk in those early "Decoration Day" parades. Over the years, however. Northerners picked up the ceremony and the relatives filtered in, until today we have almost forgotten that the day was once set aside only for fallen soldiers. Almost anyone who wishes now goes to the cemetery. Military ceremonies, however, still play an important part in our Memorial Day observance. The Disabled American Veterans (DAV) and military authorities at Fort Douglas will hold a memorial service tomorrow (Friday) from 6:45 to 8 p.m. in the Fort Douglas Military Chapel.
