Show 8 THE GREEN SHEET Thursday, September 24, 1987 Petitions Hercules Can Smolka Devastate, Says Drugs TAYLORSVILLE. One year ago, Marilyn Smolka discovered her son was chemically dependent on drugs. The crisis turned the family upside-down- , she told the West Valley Area Chamber of Commerce during a luncheon Thursday. "You cant imagine the devastation such a finding can bring into a family, said Smolka, a volunteer for Dayspring "It's hard to believe a child you have loved, cherished and included in the family can make decisions which overthrow everything you have taught at home Eventually the situation became so intolerable the teenager was enrolled in a drug rehabilitation program, said Smolka Now the is drug tree But there are 13,000 other adolescents in Utah who are ad- - dieted to either to drugs or alcohol, she said "That translates to 130 per high school in the state, and only three percent of those are getting treatment, partly because we dont recognize the signs. Some of the signs include: a drastic drop in grades: change of friends; extreme mood swings; lethargic responses to things normally interested in; taking a lot of showers and use of V'isine; change in grooming habits; secretive behavior; missing money; cryptic phone calls; sluffing and trouble with the law. No pocket of society is immune to teenage chemical dependency. It is in all of the high schools and junior highs, she said. "I asked some students in (one of the substance abuse programs) if they went into a junior high how long it would take before they could find drugs, she said. The usual answer is 10 to 20 minutes. Most teenagers get involved with drugs or alcohol because of peer pressure, boredom or curiosity. The youngsters first try the chemical on an experimental basis, said Smolka. They will then progress to regular use as a means of relaxing and coping. The third stage is a preoccupation with the chemical where there attention is focused on it. Much of the shoplifting is done by kids doing drugs, she added. Stage four is total dependency and loss of control. If a parent is interested in treat For Annexation ment for a drug dependent teenager, Smolka suggests the substance abuse program should address the spiritual, emotional and physical needs of a youngster - not just getting the teenager sober. But Smolka warns that substance abuse programs are expensive. She said the state is working on initiating a program for kids who cant afford by Paula Huff Green Sheet Staff H riter MAGNA. Hercules Aerospace plans to file a petition with West Valley City for annexation of some property near the perimeter of the overpressure zone, firm officials announced Wednesday. But Hercules officials will not yet disclose how many acres they plan to petition for annexation. Affairs Hercules Government Manager David Nicponski said the firm decided to petition West Valley since the city will provide Hercules with a permanent buffer zone. West Valleys land use plan for the area will let Hercules utilize the very things we have been touting from the beginning - industrial parks and recreational areas. Jack DeMann, Hercules director of public affairs, said the firm decided to petition for annexation since they dont know what Salt Lake Countys master plan will be like. Salt Lake County plans to release a masterplan for the area Nov. 1. At that same time, the moratorium on building in the overpressure zone will expire. The clock is running on the moratorium and if we get to that point - 30 days from now - and dont like what the county comes up, where do we go from there, DeMann said as an explanation for Hercules decision. We had to take some action before the moratorium expires, but it does not cast anything in concrete. If the county is able to come up with a better plan we will withdraw the treatment. Even if a teenager does receive treatment the success rate is not good, she said. "For most kids their using time is the best time of their life, Smolka said. They get excited about scoring drugs, getting out of school and getting high. To replace this with a lifestyle that is as meaningful is extremely difficult. And for teenagers who do become -- Smolka said getting back into society is difficult. When they go back to school there is no one standing there with open arms saying, welcome back. Many students who return to school after receiving drug treatment attend Skyline high. Smolka school offers a said the east-sid- e class for students who were chemically dependent. Smolka offered some tips for parents who have teenagers with drug problems. First, dont rescue the youngsters. If the kid gets caught let them spend a night in the detention center, she said. WatCounty Commisiioner Dave son said he thinks the petition is a good idea. I have been a real advocate of doHering all we can do to make sure cules stays in the valley. If West more Valley Citys plan for the area appropriately addresses the needs of Hercules, they should be given jurisdiction over it. Watson said his comments represent his own point of view, not those of the other commissioners. If the annexation petition is approved by the city, Watson said the county would lose $350,000 a year in property taxes. i Pure-Shin- e Auto Repair DEER HUNTERS SPECIAL Tune-u- p Change 4 eyl 6 cyl. 8 cyl. 18 20 22 $1A,S 6995 So. 700 Weit 561-568- port ports ports -- r;s 5 Quarts Oil 1 |
