About 21 acres of land in the area of 2700 W. 3500 South, known as Market Street, has been proposed as a West Valley Redevelopment Agency project, the first step toward possible condemnation and acquisition of the property and use of tax increment revenues to rehabilitate it. The area is also expected to be the site of the new West Valley City Hall, which would further upgrade the were constructed. Because the Market Street storefronts and parking were oriented toward Market Street, traffic flow went away from the area, causing its economic decline. 215 Neighborhood Project, the property, adjacent to 2700 W. 3500 South, was heavily commercialized in the past, but now is in disrepair and mostly abandoned because of the construction of the nearby mall and which took a lot of the vehicle traffic away from the area. A survey of the area found that 41 percent of the area is now vacant, including two structures that represent some 20 percent of the buildings in the Market Street area which are economically obsolete. The survey also found lot sizes are too small, with 60 percent suffering from inadequate size with respect to present zoning.
