The cost and expense of monthly operation of the proposed street lights shall be paid by a special assessment to be levied on all real property within the district benefit-te- d by the improvements. The assessment snail be levied according to the benefits to be derived by each property within the district. Such assessments shall be made in accordance with Chapter 16 ol Title 10, Utah Code Annotated, 1953 as amended. Upon agreement with Utah Power and Light, the system itself and the cost of installation ol said system shall be rovided and paid for by Utah ower and Light, upon request of West Valley City, after the creation of the aforementioned proposed district. Any person who is the owner ol property to be assessed in the proposed district described in the Notice of Intention shall have a right to file a written protest against the creation of the district or object to the proposed improvements. Protests shall be filed in the City Recorders office pursuant to the provisions outlined in the "Notice ol Intention attached hereto. Thereafter, on a date in compliance with State law. the City Council will hold a public hearing in the City Council Chambers to consider all protests so filed and hear all objections relating to the proposed district. NOTE: Regardless of the option selected, it is intended that four street lights will be installed.
