Show 5 On Perpetually Knotty Jail Issue - COC Seeks Input From Cities SOUTH SALT LAKE. Instead of echoing a final agreement on solving jail space and funding issues, Council of Governments (COG) members chose here Thursday to solicit ad-vi- from the county's municipalities and unincorporated areas to determine what to do. South Salt Lake Mayor Jim Davis asked for a letter be sent to local governments explaining realistic options and requesting a response so a concensus can be determined and a policy put into place. Municipal councils need to know what their options are, said Davis. COG needs to know whether cities are willing to pay the county for booking misdemeanant offenders into the jail and, if so, whether they go along with the countys charges. Davis said if cities are going to continue paying outstanding warrants. The council also agreed to sponsor a brief e visit to Kansas City by no more than three repesentataives to observe that citys program, which COG is considering for the valley. There are questions about how the procedure would work and how it can be structured in order to avoid said Ed violating basic rights, Blaney in a letter to COG members. e Newton said an visit would allow COG representatives to ask tough questions and find out what kind of problems the program has created so their mistakes arent repeated. Murray Mayor LaVar McMillan said he opposed COG sending its representatives to Kansas City cause he doesnt believe it be- is necessary. He said he approves of the program and believes it ought to on-sit- be implmented without delay. Davis said he supports sending the representatives back even though he has reservations bout the program which he said could place officers in the position of judge, jury and prosecution by giving them the right to confiscate licenses. The council also agreed to encourage the Salt Lake County Criminal Justice Advisory Council to study the possibility of creating a night court to relieve crowding at the jail facilities. Also the council agreed to petition the county to hire a consultant to on-sit- a plan for interconnecting the enhanced 911 center with pubic safety answering points andof a central dispatch system. The consultant will be hired with revenues collected through Mountain Bells 911 program. Council members approved the appointment of Mayor Embley to the Salt Lake Valley Solid Waste develop Management Council and nominadesignated a tion committee to select a slate of candidates to serve as COG officers in 1987. They are Jim Davis, Palmer DePaulis, Lee Wanlass and Mike Stewart. A solution COG members had considered was the creation of a countywide district to pay for jail operations, including a new minimum security facility in the next three to five years. That solution lost the support of West Valley City and Salt Lake City and was determined to be 100 Finncin9 if You $4400 Qualify virtually dead at Thursdays meeting. We dont want to be held liable for them. In the meantime, County Mike Stewart adamantly insisted on the countys right to continue billing unless a better process is developed. In an effort to establish a temporary minimum security facility to relieve overcrowding at the county jail, Sandy Mayor Steve Newton asked COG to encourage county officials to reach an accommodation with the Salt Lake City Planning Commission so that an annex of the County Complex at 2100 So. State can be used for that purpose. It would temporarily solve the overcrowding problem until an alternate site can be chosen, Newton said. The Metropolitan Hall of Justice is one site under consideration that could be used as a permanent facility, he added. Newtons motion passed without the support of Davis and West Jordan Mayor Bob Roberts. Its not d proright to vote for a posal, said Davis. We might not have the funding in three years to open a permanent facility. How can we then move people into something on a temporary basis when were not sure well be able to move them out?
