The Bartmess Barbs are delivered each year in November, perhaps so you can spend your Thanksgiving season being grateful that you werent the recipient. Since I view football as entertainment, theres now hope that there will be reason to get excited more than once or twice a year. I may get my moneys worth by staying to the end of a game. But you dont deserve the wrath of your fans when youve delivered a national championship, 25 wins without a loss and hundreds of glorious Saturday afternoons. This Bartmess Barb is probably deserved by only a small fraction of the fans - both red and blue - but it seems like that minority is so vocal that they give the rest of us a black -- That loss to UTEP may have cost the conference some money in terms of its share of bowl $, but the longterm benefits may offset that a thousand times. But few were satisfied with a 34-- 7 win and a record - which is identical to that of BYU - and the possiblity of a bowl 7-- 2 - areas grid fans deserve youre the neighborhood bul eye. Gift of a Voyager XL to Utah Technical College now enables seriously visually impaired students to read their notes and texts. The equipment, which looks like a large TV screen, has been presented to the college by Bill Gibson, a member of the staff at the State Division of Social Services. Funding for the closed circuit TV system was provided by the Rehabilitation Department at the division. The commercial cost is about $3,000. -- -I The Voyager XL literally enlarges printed materials placed under the camera up to almost any size the student needs in order to be able to recognize them. The equipment is computer ready, and, with acquisition of appropriate p.c. equipment, it can accommodate computer visuals for people with dif ataboutl:05p.m.: Ron Wheadon, Special Services director for the technical community college, said there are about 30 visually impaired students on campus at the present time. This piece of equipment will be of tremendous help to them. Up until this gift, we have had to make enlarged copies of some students text materials so they can get through their courses, which is a very costly and form of assistance. Ann Erickson, dean of the School of Technology and General Education said, This type of college really needs specialized equipment like the Voyager XL which will help visualy impaired students become jobworthy. The Utah Dept, of Transportation has scheduled a public hearing to discuss proposed amendments to an Snow Tire existing rule entitled Regulations for Canyon Access. The public hearing Will be held on Nov. 7 at 7:30 p.m. in the Brighton high auditorium, 2220 E. Bengal Blvd. (7600 South). The proposed amendments would require any vehicle traveling on highways in certain designated canyons between Nov. 1 and May 1 must be equipped with either: heavy lug snow tires with a minimum tread depth of 432-inc- h mounnted on the drive wheels; steel link chains mounted on the drive wheels; or elastometric tire chains (designed for use with radial tires) mounted on the drive wheels. The amendments would also redrive vehicles to have quire a minimum of two mounted heavy lug snow tires or chains on one axle. In addition, the amendments mud would ban the use of and snow tires in such designated canyons beginning Nov. I, 1987. Other stipulations are also contained in the amendments. The existing rules require snow tires with a mud tires, or and snow rating, or chains in possession. One of the problems, according to Kim Morris, UDOT Community Relations Director, "is that in some tires do not conditions, seem to be doing an adequate job.
